Sammler: Kampf gegen ISIS, Bundeswehreinsatz, Fregatten & Russland

Zum internationalen Einsatz gegen die islamistischen ISIS-Milizen gibt es eine Reihe von Meldungen, die alle irgendwie zusammenhängen… um ein bisschen Überblick zu bewahren, hier mal als Sammler:

• Der internationale Marineverband rund um den französischen Flugzeugträger Charles de Gaulle ist inzwischen komplett. Nachdem die deutsche Fregatte Augsburg von Anfang an dabei war (Foto oben mit der Fregatte und dem Träger), ist auch die britische HMS Defender, ein Zerstörer der Daring-Klasse, hinzugestoßen. Die Trägergruppe ist derzeit östlich von Djibouti auf dem Weg in den Persischen Golf.

HMS DEFENDER JOINS FRENCH CARRIER ON DAESH OPERATIONS

Grundsätzliche Informationen zu den Einsatzvorbereitungen deutscher Fregatten hat der Kollege Björn Müller hier mal zusammengestellt. Zum Einsatz der Defender gab’s das vom britischen Verteidigungsministerium:

The Royal Navy warship HMS Defender has joined the French aircraft carrier Charles de Gaulle ready to support operations against Daesh.
The Type 45 air defence destroyer met the aircraft carrier in the Indian Ocean to strengthen the French ship’s ability to conduct air strikes against the terrorist organisation in Iraq and Syria.
Defence Secretary Michael Fallon said:
“This shows once again that Britain and France stand shoulder to shoulder against this brutal terrorist organisation.
“Whether British tourists on a beach in Tunisia or French citizens in Paris, both our nations have had first-hand experience of the evil that Daesh is capable of and we are united in our resolve to destroy them.”
HMS Defender’s state of the art radars are able provide a clear picture of an area stretching over 300 miles and will defend multinational ships, aircraft and land forces part of this taskforce.
The ship’s company of HMS Defender is focussed on the successful outcome of this operation and everyone has their part to play. A constant dialogue with the French Carrier and specific training means that HMS Defender is ready in all respects to protect the task group from a wide variety of threats.

(Ergänzung dazu: Die Trägergruppe rund um die USS Harry S. Truman befindet sich ebenfalls auf dem Weg in den Golf und soll zusammen mit der Charles de Gaulle agieren.)

• Das deutsche Tankflugzeug, ein Airbus A310 MRTT der Flugbereitschaft der Bundeswehr, hat am späten (gestrigen) Dienstagabend seine erste Mission im Rahmen der internationalen Anti-ISIS-Koalition absolviert.

• Russland hat eine Bilanz seiner bisherigen Luftangriffe in Syrien vorgelegt.

• Im Kampf gegen ISIS will Italien Bodentruppen in den Nordirak entsenden. Sie sollen den Staudamm von Mossul mit absichern. Aus einer AFP-Meldung:

Italy is to send 450 troops to defend Iraq’s strategic Mosul dam, near the city occupied by Islamic State group fighters, Prime Minister Matteo Renzi announced. (…)
„The call (to protect the dam) was made by an Italian company… and we will send 450 of our men there to help protect it alongside the Americans,“ the prime minister said on national television late Tuesday.
Mosul, Iraq’s second city, has been occupied by IS jihadists since June 2014. Kurdish forces, backed by US air strikes, retook the dam from IS in August 2014.

• Bei einem Besuch auf der türkischen Luftwaffenbasis Inçirlik, wo auch die deutschen Tornados und das Kampfflugzeug stationiert sind, rief US-Verteidigungsminister Ash Carter zu mehr Anstrengungen im Kampf gegen ISIS auf:

More nations must “get in the game militarily” to hasten destruction of the Islamic State of Iraq and the Levant, Defense Secretary Ash Carter told reporters on Incirlik Air Base, Turkey, today.
The secretary also said he was grateful to Germany, Spain, Qatar, and host nation Turkey for their recently added armed forces to the campaign.
“The Turks, in addition to hosting us here, are taking some action along their border and in internal security,” Carter said. „We welcome the additional steps the Turks have taken recently … and we’re asking them to take more, to do more, even as we’re asking ourselves to do more.“
The secretary echoed President Barack Obama’s message from the Pentagon yesterday to intensify and accelerate ISIL’s defeat, adding that the terror group must be fought not only in Iraq and Syria, but also around the globe.
Law enforcement agencies, the Homeland Security Department and various U.S. government entities are involved in what Carter called “the inevitable defeat of this threat to civilization.”
And while help from other nations, combined with more assistance from the U.S.-led coalition is being brought against ISIL, the secretary said Russia is one country that is “not yet working in the right direction.”

• Eine Meldung vom Internationalen Komitee vom Roten Kreuz, die mit dem Kampf gegen ISIS nur mittelbar zu tun hat, aber eine interessante Entwicklung in Syrien zeigt:

Syria: 60,000 people given aid in Homs after ceasefire agreement
Damascus – Geneva: The International Committee of the Red Cross (ICRC) and the Syrian Arab Red Crescent (SARC) have started to deliver food and other aid to thousands of people in the Al-Waer district of Homs after a ceasefire agreement was reached between the Government of Syria and armed opposition groups. The Al-Waer Local Committees helped broker the deal. The district had been difficult to access for the past two years. The population are in desperate need of supplies.
“The people in Al-Waer have been through very difficult times,” said the deputy head of the ICRC delegation in Syria, AlexandreEquey.“There has been constant fighting. The people have had very limited access to the basic necessities of life and, being confined for so long in the area, has had a huge impact on them.“
It may take several days to deliver all the aid. Convoys of trucks are bringing in food supplies for 40,000 people and hygiene kits for 60,000 people. In addition, medical items sufficient for 1000 dialysis sessions for patients with severe kidney problems will also be part of the aid delivered.
“Hopefully, this is just the start. We need to have regular access here and also to other areas, in order to help the people during these extremely difficult times,“ said Mr Equey. „Winter is upon us. People need a regular water supply and shelter. People are suffering, especially, the children.“  A part of ICRC supplies also includes basic construction material, which will be used to increase insulation against the cold weather and to improve water and sanitation facilities at 13 centres currently hosting displaced people in Al-Waer.

• Ein Lesehinweis, aus bekannten Gründen ohne Link: In der Süddeutschen Zeitung stellt der Kollege Stefan Braun die Frage, ob der Westen die Kurden im Nordirak im Stich lasse – und wirft auch einen Blick auf die, aus deutscher Sicht nicht befriedigende, innenpolitische Lage in der Kurdenregion.

Nachtrag: Die französische Luftwaffe hat am (gestrigen) Dienstag erstmals in dieser Mission Marschflugkörper vom Typ Scalp eingesetzt (baugleich mit der Storm Shadow des Herstellers MBDA). Interessant, dass zunehmend Marschflugkörper gegen ISIS eingesetzt werden.

Und noch ein grundsätzlicher Hinweis: In den Kommentaren wird jetzt zunehmend die Frage gestellt, ob ich nicht auch die Begrifflichkeit von ISIS zu Daesh wechseln müsste. Im Moment halte ich Daesh für im deutschen Sprachraum und -gebrauch noch nicht für so verbreitet, dass ich das für sinnvoll halte. Nicht aus irgendwelchen ideologischen Gründen, sondern der Verständlichkeit wegen.

    The following is a summary of the strikes conducted against ISIL since the last press release:

    Syria
    * Near Al Hasakah, one strike struck an ISIL tactical unit and destroyed an ISIL building.
    * Near Al Hawl, two strikes struck two separate ISIL tactical units and destroyed four ISIL fighting positions.
    * Near Ar Raqqah, one strike struck an ISIL excavator.
    * Near Mar’a, four strikes struck four separate ISIL tactical units and destroyed an ISIL vehicle, an ISIL fighting position, damaged an ISIL fighting position, and wounded two ISIL fighters.

    Iraq
    * Near Fallujah, two strikes struck an ISIL tactical unit and destroyed an improvised explosive device (IED) facility and wounded two ISIL fighters.
    * Near Kisik, one strike suppressed ISIL rocket fire.
    * Near Mosul, seven strikes struck six separate ISIL tactical units and destroyed an ISIL building, 12 ISIL fighting positions, an ISIL heavy machine gun, two ISIL vehicles, five ISIL bunkers, and destroyed seven ISIL assembly areas.
    * Near Qayyarah, one strike destroyed an ISIL excavator.
    * Near Ramadi, six strikes struck two separate ISIL tactical units and destroyed four ISIL command and control nodes, four ISIL weapons caches, two ISIL buildings, an ISIL vehicle borne improvised explosive device (VBIED), wounded two ISIL fighters, and denied ISIL access to terrain.

    Strike assessments are based on initial reports. All aircraft returned to base safely.
    Nebenbei noch mal die Frage, wo ist die „no-fly-zone“ und SP im Irak erneut Ramadi. Der Angriff dürfte in den kommenden 14 Tagen erfolgen.
