NATO-Oberbefehlshaber besorgt über russischen Truppenaufmarsch – und erwägt höhere NRF-Bereitschaft

Das Interview, das der NATO-Oberbefehlshaber Philip Breedlove (Foto oben r.)zur Ukraine-Krise und den Folgen für das Bündnis am (heutigen) Mittwoch Reuters und dem Wall Street Journal gegeben hat, sollte man sich aus zwei Gründen auf Wiedervorlage legen: Zum einen wegen der Befürchtungen, die der SACEUR angesichts des russischen Truppenaufmarsches an der Ostgrenze der Ukraine äußert. Und zum anderen wegen des Arbeitsauftrages, dem ihm die NATO-Außenminister gestern in Brüssel gegeben haben: Bis zum 15.  April Vorschläge für mehr militärische Präsenz der Allianz in Osteuropa zu machen.

Russia has massed all the forces it needs on Ukraine’s border if it were to decide to carry out an „incursion“ into the country, and it could achieve its objective in three to five days, NATO’s top military commander said on Wednesday.
Calling the situation „incredibly concerning“, NATO’s supreme allied commander in Europe, U.S. Air Force General Philip Breedlove, said NATO had spotted signs of movement by a very small part of the Russian force overnight but had no indication that this was part of a withdrawal to barracks.

Ein militärisches Eingreifen des Bündnisses allerdings schloss Breedlove auch bei einem russischen Angriff auf die Ukraine aus. Doch die NATO müsse ihre Folgerungen daraus ziehen, und er werde der Politik bis Mitte April Vorschläge machen:

Breedlove said the initial U.S. moves with „aircraft in the north, aircraft in the centre and a ship in the south“ could serve as a model for what NATO would do next, except other NATO allies would also be involved in future reinforcements. (…)
NATO may bring forward some military exercises or expand others, he said.
NATO is also looking at the readiness of its rapid reaction force, the NATO Response Force, which includes land, air, sea and special operations forces, and could consider shortening the time it takes for the force to respond, he said.

Spätestens bei diesen Vorschlägen wird dann auch die deutsche Haltung gefragt sein – zum Beispiel nach der Beteiligung an Verstärkungen und nach der Meinung zu einem höheren Bereitschaftsstand der NRF.
