The United States on Wednesday accused North Korea of covertly shipping a “significant number” of artillery shells to Russia to aid its war effort in Ukraine, a sign that Moscow is increasingly turning to pariah states for military supplies as the grinding conflict persists.
The White House’s national security spokesman, John Kirby, said that it was unclear if the artillery munitions, which are being transferred through the Middle East and North Africa, had reached Russia. The United States does not believe that the additional weapons will alter the trajectory of the war.

Senior Russian military leaders recently had conversations to discuss when and how Moscow might use a tactical nuclear weapon in Ukraine, contributing to heightened concern in Washington and allied capitals, according to multiple senior American officials.
President Vladimir V. Putin was not a part of the conversations, which were held against the backdrop of Russia’s intensifying nuclear rhetoric and battlefield setbacks.
But the fact that senior Russian military leaders were even having the discussions alarmed the Biden administration because it showed how frustrated Russian generals were about their failures on the ground, and suggests that Mr. Putin’s veiled threats to use nuclear weapons might not just be words.

Statement of the Russian Federation on preventing nuclear war

As a permanent member of the United Nations Security Council and one of the nuclear-weapon powers, in accordance with the Treaty on the Nonproliferation of Nuclear Weapons, the Russian Federation bears a special responsibility in matters related to strengthening international security and strategic stability.
In implementing its policy on nuclear deterrence Russia is strictly and consistently guided by the tenet that a nuclear war cannot be won and must never be fought. Russian doctrinal approaches in this sphere are defined with utmost accuracy, pursue solely defensive goals and do not admit of expansive interpretation. These approaches allow for Russia to hypothetically resort to nuclear weapons exclusively in response to an aggression involving the use of weapons of mass destruction or an aggression with the use of conventional weapons when the very existence of the state is in jeopardy.
Russia proceeds from the continued relevance of the existing arrangements and understandings in the field of cutting and limiting nuclear weapons, as well as reducing strategic risks and threat of international incidents and conflicts fraught with escalation to nuclear level. We fully reaffirm our commitment to the Joint statement of the leaders of the five nuclear-weapon states on preventing nuclear war and avoiding arms races of January 3, 2022. We are strongly convinced that in the current complicated and turbulent situation, caused by irresponsible and impudent actions aimed at undermining our national security, the most immediate task is to avoid any military clash of nuclear powers.
We urge other states of the „nuclear five“ to demonstrate in practice their willingness to work on solving this top-priority task and to give up the dangerous attempts to infringe on vital interests of each other while balancing on the brink of a direct armed conflict and encouraging provocations with weapons of mass destruction, which can lead to catastrophic consequences.
Russia continues to advocate for a revamped, more robust architecture of international security based on ensuring predictability and global strategic stability, as well as on the principles of equal rights, indivisible security and mutual account of core interests of the parties.

• Das britische Intel Update:

The owner of the Russian Wagner Group private military company, Yevgeny Prigozhin, stated on 23 October that Wagner forces were making advances of 100-200m per day, which he claimed was ‘normal in modern warfare’.
According to their military doctrine, Russian forces plan to advance 30km or more per day in most conditions. In February, Russian forces planned to make a 1000km advance through Ukraine within a month. In September, Ukrainian forces achieved advances of over 20km per day.
In the last two months, Prigozhin has abandoned any pretence that he is not associated with Wagner and has been more explicit in his public statements. He is likely trying to burnish his credibility within the stressed Russian national security system.

The two hundred fifty-second (252) day of the heroic resistance of the Ukrainian people to a russian military large-scale invasion continues.
The enemy is trying to keep the temporarily captured territories, concentrates efforts on restraining the actions of the Defense Forces in certain directions. Conducts offensive actions in the Bakhmut, Avdiiv and Novopavka directions.
Over the past 24 hours, units of the Defense Forces repelled the attacks of the occupiers in the areas of Makiivka, Nevske and Bilohorivka settlements of Luhansk oblast and Verkhnyokamyanske, Spirne, Bakhmut, Mayorsk, Pervomaiske, Novomykhailivka, Vodyane, Pavlivka and Prechystivka of Donetsk oblast.
The enemy is shelling units of the Defense Forces along the contact line, carrying out border fortification equipment in separate directions and conducting aerial reconnaissance. It continues to strike critical infrastructure and civilian homes in violation of International Humanitarian Law, the laws and customs of war.
Over the past day, the enemy launched 7 missile and 47 air strikes, launched more than 90 MLRS attacks.
Areas of more than 25 settlements were hit by enemy attacks. Among them are Kramatorsk, Mykolaiv, Poltava, Mykilske in Zaporizhzhia oblast and Pavlivka in Donetsk oblast.
The threat of new strikes and the use of attack UAVs remains, in particular, from the territory of the republic of belarus.
In the Volyn and Polissya directions, the situation remains without significant changes. The republic of belarus continues to support the armed aggression of the russian federation against Ukraine.

More than 18 settlements along the contact line were hit by fire in the South Buh direction. The city of Nikopol and the village of Illinka in the Dnipropetrovsk oblast were hit by shelling from enemy rocket launchers.
The forced so-called „evacuation“ of civilians from settlements in the temporarily occupied territories of the Kherson oblast continues. In particular, the occupiers are taking people away by bus from the settlement of Velyka Lepetykha. Departure by private transport is prohibited.
The movement of archival documents from the administrative buildings of Kherson by the russian occupiers was noted.
According to the updated information, enemy losses were confirmed in the area of Muzikyvka settlement of Kherson oblast on October 29. Thus, as a result of fire damage, the anti-aircraft missile-gun complex „Pantsir-S1“ was destroyed, and up to ten units of other military equipment of the enemy were damaged. On October 30, 12 invaders were eliminated in the area of Snihurivka, Mykolaiv oblast.
According to available information, the enemy deployed an additional hospital in the area of Zavitne Bazhanya settlement of Donetsk oblast, which is currently full of wounded servicemen of the occupation forces.
Despite the official end of mobilization on the territory of the russian federation, summonses continue to be sent to men of conscription age.
Aviation of the Defense Forces of Ukraine made 33 strikes on the enemy last day. 26 areas of concentration of weapons and military equipment, as well as 7 positions of the enemy’s anti-aircraft missile systems, were hit.
During the past day, Ukrainian soldiers shot down a helicopter, 2 UAVs of the Orlan-10 type, 6 UAVs of the Shahed-136 type and 2 UAVs of the „Kub“ type.
Over the past 24 hours, units of missile troops and artillery of the Defense Forces have hit 4 areas of concentration of manpower, weapons and military equipment, 3 ammunition warehouses and 6 other important military objects of the enemy.

The Armed Forces of the Russian Federation continue the special military operation.
In Kupyansk direction, the enemy, with two battalions, reinforced by foreign mercenaries, made an attempt to attack in the direction of Yagodnoye, Nikolayevka, Orlyanka of the Kharkov region and Kuzemovka (Lugansk People’s Republic).
The enemy was driven back to initial positions by fire and actions of Russian troops. Up to 150 Ukrainian personnel and mercenaries, six tanks, five infantry fighting vehicles, and 10 vehicles were eliminated.
In Krasny Liman direction, Russian troops employed long-range artillery, ground attack and army aircraft to fire on the enemy at distant approaches. Attempts by the Armed Forces of Ukraine (AFU) to attack in the direction of Makeyevka, Ploshchanka, and Chervonopopovka (Lugansk People’s Republic) were foiled. As a result, about 250 Ukrainian personnel were neutralised, as well as two tanks, two infantry fighting vehicles, five pickup trucks, and two motor vehicles.
In Nikolayev–Krivoy Rog direction, the Russian troops impeded the AFU’s attempts to break through in the directions of Ishchenka, Bruskinskoe, Sukhanovo, and Pyatikhatki (Kherson region). The enemy has been driven back to initial positions by fire and decisive actions of Russian troops. There were 105 Ukrainian servicemen neutralised, two tanks, nine armoured combat vehicles, and seven motor vehicles destroyed.
The Ukrainian radar station for guidance and target designation of the S-300 anti-aircraft missile system was also destroyed.
Operational-Tactical and Army Aviation, Missile Troops and Artillery have neutralised the command post of the 15th regiment of the National Guard of Ukraine in the area of Kirovsk of the Donetsk People’s Republic, as well as 73 artillery units in firing positions, manpower and military equipment in 169 areas.
During the counter-battery fight, a platoon of Uragan MLRS of the Ukrainian Armed Forces was eliminated in the area of Malye Prokhody (Kharkov region).
An ammunition depot near the village of Yelizavetovka (Donetsk People’s Republic) was also destroyed, as was an oil terminal for Ukrainian military equipment near the village of Smela (Cherkasy region).
Fighter aviation has shot down one MiG-29 helicopter of Ukrainian Air Force near Paseka (Kharkov region).
Over the past day, 12 Ukrainian unmanned aerial vehicles were shot down by air defence systems in the settlements of Snigirevka, Nikolayev region, Ishchenka, Verovka, and Obryvka, (Kherson region), Oborotnovka and Viktorovka, (Lugansk People’s Republic), Orlyanka, Vladimirovka, and Grakovo (Kharkov region), and Polnoye (Donetsk People’s Republic).
During the day, 24 projectiles were shot down in the air, including 14 HIMARS rockets in the areas of Antonovka and Novaya Kakhovka (Kherson region) as well as 10 Olkha and Uragan rockets in the areas of Makeyevka (Donetsk People’s Republic) and Chernobayevka (Kherson region).
In addition, 2 American HARM anti-radiation missiles were eliminated near Antonovka (Kherson region).
In total, 330 airplanes and 167 helicopters, 2,414 unmanned aerial vehicles, 384 air defence missile systems, 6,270 tanks and other armoured combat vehicles, 881 combat vehicles equipped with MLRS, 3,544 field artillery cannons and mortars, as well as 6,967 units of special military equipment have been destroyed during the special military operation.
Kiev regime continues its provocations aimed at creating a possible technological disaster at the Zaporozhye Nuclear Power Plant.
During the day, artillery of the Armed Forces of Ukraine have fired nine shells at the industrial zone of the thermal power plant of the city of Energodar and the territory adjacent to the nuclear power plant.
The shooting was carried out from the Ukrainian-controlled areas of the settlements of Marganets and Chervonogrigorovka, Dnepropetrovsk region.
The hostile firepower has been neutralised by Russian artillery’s counter-attack.
The radiation environment at the Zaporozhye nuclear power plant remains normal.

The so-called „evacuation“ of local residents from the temporarily occupied territories of the Kherson oblast continues. As a feature, the evacuation of the civilian population from certain settlements of the left-bank part of the Kherson oblast was noted. According to the available information, since October 31 of the current year, the removal of collaborators with their families, medical personnel and equipment from the central district hospital has started from the settlement of Hornostaivka.
The occupying authorities gave local residents of the settlement of Nova Zburyivka 3 days to independently leave the occupied territory or the territory of the russian federation. The population is warned that „evacuation“ will be mandatory from November 5.
On October 27 of this year, the occupying authorities began an „audit“ of industrial solar power generation facilities. According to the results of the work, the occupiers threaten to confiscate and take away the equipment of enterprises whose owners are in the territory controlled by the Ukrainian authorities and refuse to return to the temporarily occupied territory.
According to detailed information, as a result of the successful actions of units of the Defense Forces in the Zaporizhzhia oblast, the occupiers delivered about a hundred seriously wounded to hospitals in the cities of Tokmak and Melitopol in the previous days.
In connection with the periodic elimination of collaborators and refusal to fulfill their duties, the enemy is holding contests to fill vacant positions in the bodies of the occupation authorities in the temporarily occupied territory of the Zaporizhzhia oblast.
Aviation of the Defence Forces of the current day struck the enemy 20 times. Areas of concentration of weapons and military equipment, as well as positions of the enemy’s anti-aircraft defences, were affected.
Units of missile troops and artillery of the Defence Forces struck 3 areas of concentration of manpower, weapons and military equipment, an ammunition warehouse and 3 other important military objects of the enemy during the day.
