Im andauernden russischen Angriffskrieg gegen die Ukraine bestätigen die USA und Großbritannien im Wesentlichen die von der Ukraine gemeldeten Erfolge der jüngsten Vorstöße – auch wenn die weitere Entwicklung unklar bleibt. So, today is 201 of Russia’s illegal and unprovoked large-scale invasions of Ukraine. There’s certainly plenty of reporting on Ukraine’s forward movement over the past day, so I’ll aim to keep that in context of what we’ve seen in more than six months of fighting. And as always, we’re sensitive to the fact that Ukrainians are actively engaged in combat operations as they fight to defend their nation and take back territory from Russia’s invasion. So, I won’t talk to potential future operations or discuss areas that could violate operations security, and we’ll leave it to the Ukrainians to describe their operations, but it’s clear they’re fighting hard.
Generally, around the battlefield, overall, we assess the Ukrainians are making progress as they fight to liberate and reclaim territory in the south and east. On the ground in the vicinity of Kharkiv, we assess that Russian forces have largely ceded their gains to the Ukrainians and have withdrawn. To the north and east many of these forces have moved over the border into Russia. We also assess that Ukrainian forces have very likely taken control of Kupiansk and Izium in addition to smaller villages. Notably, we’re aware of anecdotal reports of abandoned equipment, Russian equipment, which could be indicative of Russia’s disorganized command and control. It is our assessment that Russian forces continue to focus effort from Seversk to Bakhmut, and Bakhmut continues to appear to be the focus of where Russian forces are trying to gain ground. We continue to see heavy use of artillery and airstrikes.
Zaporizhzhia, as many of you have likely seen, the IAEA has reported the last reactor has been shut down and put into its safest state. And we continue to observe shelling in the area near the plant. In the vicinity of Kherson, we continue to see deliberate and calibrated operations by the Ukrainians to include some moderate forward movement. And on the maritime side, in terms of the maritime picture, we would assess the Russians have about a dozen ships underway in the Black Sea that includes caliber capable ships that have contributed to strikes in Ukraine and supporting the Russian invasion. We also continue to see grain shipments moving safely. In the air, we assess the airspace over Ukraine remains contested, and that Russians have conducted increased airstrikes over the weekend, many impacting civilian infrastructure which have contributed to widespread blackouts.

In terms of providing the strategic context, you know, this continues to be a tough fight for the Ukrainians. Clearly, they’ve gained back some ground near Kharkiv, and they continue to conduct counter offensive operations in the south. And so, I don’t think there’s any misconception that this will continue to be a tough fight. And, again, our focus will be to continue to work closely with the Ukrainians and the international community to provide them with the support that they need, as they push back on the Russian invaders.

Rheinmetall hat unterdessen nach einem Bericht der ARD-Tagesschau 16 Schützenpanzer Marder instandgesetzt und für einen Export vorbereitet, eine Genehmigung gibt es nicht:

Der Rüstungskonzern Rheinmetall hat auf eigene Kosten 16 Marder-Schützenpanzer aus alten Bundeswehrbeständen weitestgehend wiederhergestellt, das teilt das Unternehmen auf Anfrage von NDR und ARD-Hauptstadtstudio mit. Sie seien auslieferfähig, doch bislang gebe es für diese keine Ausfuhrgenehmigung durch die Bundesregierung. Mit der Aufbereitung 14 weiterer Marder habe Rheinmetall bereits begonnen. Bei Bedarf könnten noch 70 weitere Fahrzeuge aus Altbeständen wieder nutzbar gemacht werden.

Elements of the Russian forces withdrawn from Kharkiv Oblast over the last week were from the 1st Guards Tank Army (1 GTA), which are subordinate to the Western Military District (WEMD).

With 1 GTA and other WEMD formations severely degraded, Russia’s conventional force designed to counter NATO is severely weakened. It will likely take years for Russia to rebuild this capability.

According to available information, in order to improve the state of combat readiness of the 2nd Separate Motorized Rifle Brigade of the 2nd Army Corps, the command of the brigade issued an order not to pay stipends to servicemen who are temporarily absent, in particular, undergoing treatment. Resumption of payments occurs only after the presentation of supporting documents and with the personal permission of the commander.
The defense forces successfully repelled enemy attacks in the areas of Zayitseve, Bakhmut, Bakhmutske, Krasnohorivka, Vodyane, Bezimenne and Novohrihorivka settlements.
During the day, the aviation of the Defense Forces carried out nine strikes – damage was inflicted on seven strongholds and places where the enemy’s manpower and equipment were concentrated, and two positions of his anti-aircraft missile systems were destroyed. The attacks have resulted in 800 casualties among Ukrainian servicemen and foreign mercenaries.
Operational-tactical and army aviation, missile troops and artillery have neutralised 12 command posts near Serebryanka, Verkhnekamenskoye, Ivano-Daryevka, Vesyoloye, Soledar, Zaytsevo and Pavlovka (Donetsk People’s Republic), Uspenovka and Gulyaypole (Zaporozhye region), Shirokoye, Kiselyovka and Novogrigorovka (Nikolayev region), as well as 47 artillery units, 152 AFU manpower and military equipment concentration areas.

Aviation of Russian Aerospace Forces has destroyed 1 Mi-8 helicopter of Ukrainian Air Force near Ochakov (Nikolayev region).
Air defence means have shot down 6 unmanned aerial vehicles near Barvinki and Petrovka (Kherson region), Kiselyovka (Nikolayev region), Kamenskoye, Zaliznichnoye (Zaporozhye region), as well as near Vladimirovka (Donetsk People’s Republic).

Defense forces successfully repelled enemy attacks in the areas of Zaytseve, Odradivka, Bakhmut, Bakhmutske, Vesela Dolyna, Avdiivka, Bezimenne and Novohrihorivka settlements.

Der Bundeskanzler drängte angesichts der Ernsthaftigkeit der militärischen Lage und der Konsequenzen des Krieges in der Ukraine gegenüber dem russischen Präsidenten darauf, dass es so schnell wie möglich zu einer diplomatischen Lösung komme, die auf einem Waffenstillstand, einem vollständigen Rückzug der russischen Truppen und Achtung der territorialen Integrität und Souveränität der Ukraine basiert. Der Bundeskanzler betonte, dass etwaige weitere russische Annexionsschritte nicht unbeantwortet blieben und keinesfalls anerkannt würden.
Der Bundeskanzler forderte den russischen Präsidenten auf, gefangengenommene Kombattanten gemäß der Vorgaben des humanitären Völkerrechts, insbesondere der Genfer Abkommen, zu behandeln sowie einen ungehinderten Zugang des Internationalen Komitees vom Roten Kreuz sicherzustellen.
Mit Blick auf die Lage am Atomkraftwerk Saporischschja betonte der Bundeskanzler die Notwendigkeit, die Sicherheit des Atomkraftwerks zu gewährleisten. Der Bundeskanzler forderte in diesem Zusammenhang, jegliche Eskalationsschritte zu vermeiden und die im Bericht der Internationalen Atomenergieagentur empfohlenen Maßnahmen umgehend umzusetzen.
Der Bundeskanzler und der russische Präsident sprachen zudem über die globale Lebensmittellage, die infolge des russischen Angriffskrieges besonders angespannt ist. Der Bundeskanzler hob die wichtige Rolle des Getreideabkommens unter der Ägide der Vereinten Nationen hervor und appellierte an den russischen Präsidenten, das Abkommen nicht zu diskreditieren und weiter vollständig umzusetzen.

Wladimir Putin hat ein Telefongespräch mit dem Bundeskanzler der Bundesrepublik Deutschland, Olaf Scholz, geführt.
Das Hauptaugenmerk lag dabei auf der Situation rund um die Ukraine im Zusammenhang mit der speziellen Militäroperation Russlands. Wladimir Putin wies den Bundeskanzler  insbesondere auf die eklatanten Verstöße gegen das humanitäre Völkerrecht durch die ukrainische Seite hin, auf den anhaltenden Beschuss von Städten im Donbass, der zum Tod von Zivilisten und zur vorsätzlichen Beschädigung der zivilen Infrastruktur führte.
Die Sicherheit des Kernkraftwerks Saporischschja (ZNPP) wurde diskutiert. Der russische Präsident sprach ausführlich über die Maßnahmen, die in Abstimmung mit der IAEO ergriffen werden, um den physischen Schutz des Kernkraftwerks Saporischschja zu gewährleisten, das ständigen Raketenangriffen aus der Ukraine ausgesetzt ist, wodurch die reale Gefahr einer Katastrophe großen Ausmaßes entsteht.
In einem Meinungsaustausch über die Umsetzung des am 22. Auf die Frage des Bundeskanzlers antwortete Wladimir Putin, dass Russland dem Internationalen Komitee des Roten Kreuzes Zugang zu Kriegsgefangenen gewähre, während Kiew dies nicht tue.
Bei der Beschreibung der aktuellen Situation im europäischen Energiesektor betonte Wladimir Putin, dass Russland ein zuverlässiger Energielieferant sei und bleibe, der alle seine vertraglichen Verpflichtungen erfülle, während Störungen wie bei der Gaspipeline Nord Stream 1 auf antirussische Sanktionen zurückzuführen seien, die die Wartung der Pipeline verhinderten. Angesichts der Blockade der Gaslieferungen über die Ukraine und Polen durch die Behörden der betroffenen Länder und der Weigerung, Nord Stream 2 in Betrieb zu nehmen, wirken die Versuche, die Schuld für die europäischen Energieversorgungsprobleme auf Russland abzuwälzen, sehr zynisch.
