Was heißt das: NATO unterstützt Flugverbotszone?

Manchmal komme ich mir bei den offiziellen Mitteilungen der NATO so vor wie weiland bei den kryptischen offiziellen Äußerungen aus dem Warschauer Pakt, dem Kreml oder der DDR-Staatsführung…

Also, die NATO hat sich heute darauf verständigt, das Waffenembargo gegen Libyen durchzusetzen, zu Wasser und in der Luft. So weit relativ klar. Und dann heißt es im Statement von Generalsekretär Anders Fogh Rasmussen:

At the same time, NATO has completed plans to help enforce the no-fly zone — to bring our contribution,  if needed,  in a clearly defined manner, to the broad international effort to protect the people of Libya from the violence of the Gaddafi regime.

Dieser Satz bedarf nun der sorgfältigen Exegese: Die Allianz hat ihre Pläne fertiggestellt, dabei zu helfen, die Flutverbotszone durchzusetzen, falls nötig. Sind die Verbündeten denn nun insgesamt für diese No-Fly-Zone oder eher nicht? Berichte aus Brüssel deuten auf eher nicht hin.

(Auch den Kollegen von Danger Room ist das alles andere als klar.)
