Im Mittelpunkt der Aufmerksamkeit steht am (heutigen) Dienstag die Verhandlungsrunde der Emissäre aus Russland und der Ukraine in der Türkei. Am Boden gibt es beim russischen Angriffskrieg vergleichsweise wenig Bewegung, auch wenn die Ukraine die Rückeroberung einiger Orte meldet. Russland setzt Angriffe mit Langstreckenwaffen fort, vor allem auf Treibstoffdepots der Ukrainer. Der Sammler am 29. März 2022:

• Das britische Intel Update:

Ukrainian Forces have continued to conduct localised counter attacks to the north west of Kyiv – including at Irpen, Bucha and Hostomel. These attacks have had some success and the Russians have been pushed back from a number of positions.
However, Russia still poses a significant threat to the city through their strike capability.
Russian Forces have maintained their offensive on Mariupul with continuous heavy shelling of the city, however the centre of the city remains under Ukrainian control.
Elsewhere, Russian Forces are maintaining blocking positions while attempting to reorganise and reset their forces.

The thirty-fourth day of the heroic resistance of the Ukrainian people to the russian military invasion began.
The Ukrainian Defence Forces Group continues to conduct a defence operation in the Eastern, Southeastern and Northeastern directions. The Armed Forces of Ukraine successfully hold back the enemy in all the directions , and in some areas our troops carry out successful counterattacks.
The russian enemy continues to insidiously launch missile and bomb strikes, trying to completely destroy the infrastructure and residential areas of Ukrainian cities. It concentrates on fuel storage, in order to complicate logistics and create conditions for a humanitarian crisis.
In violation of the requirements of International Humanitarian Law in some temporarily occupied settlements of Kyiv, Zaporizhzhia, Chernihiv, Kherson and Kharkiv oblasts, the russian occupiers continue to terrorize the local population. They are shelling residential buildings; rob, abduct and hostage civilians, engage in looting.
The Joint Forces of Ukraine repulsed 7 enemy attacks in the Donetsk and Luhansk directions during the day. Our soldiers destroyed 12 tanks, 10 infantry fighting vehicles and 3 units of motor vehicles. The enemy suffered casualties.
Defenders of the Air Force of the Armed Forces of Ukraine for the previous day hit 17 air targets – 8 planes, 3 helicopters, 4 UAVs of various types and 2 cruise missiles. Air Force aircraft fired missile and bomb strikes at places of accumulation of the russian enemy equipment and manpower. The losses of the russian occupiers are being clarified.

On the evening of March 28, high-precision air-launched cruise missiles destroyed a large fuel base near the settlement of Klevan, Rovno region. Fuel supplies for Ukrainian military equipment were carried out from this base to the suburbs of Kiev.
By means of air defence of the Russian Aerospace Forces, 3 Ukrainian unmanned aerial vehicles were destroyed overnight in the area of the settlement of Chernobayevka.

In total, since the beginning of the special military operation, 123 aircraft and 74 helicopters, 311 unmanned aerial vehicles, 1,738 tanks and other armored combat vehicles, 181 multiple rocket launchers, 726 field artillery and mortars, as well as 1,592 units of special military vehicles have been destroyed.

• Vor Beginn der Verhandlungen in der Türkei hatte der ukrainische Außenminister Dmytro Kuleba die Position seines Landes am (gestrigen) Montagabend noch einmal öffentlich gemacht:

The Minister stated that so far no agreements have been reached as such. Instead, there is an exchange of thoughts, suggestions and ideas. Contacts between Ukraine’s partners and the russian side continue at various levels and in various formats, aimed at encouraging russia to take a more constructive position. Dmytro Kuleba expressed gratitude to Turkey for its leadership in mediation efforts and stimulation of the negotiation process.
The Minister noted that during this month the public position of russia gradually changed from plans to capture key cities of Ukraine a few days before explaining that hostilities are limited to the capture of Donetsk and Luhansk regions.
Dmytro Kuleba stated that issue of holding a referendum in Ukraine will not be tackled at the talks in Turkey on March 29 because it is an internal matter of Ukraine: „We will decide which referendum to hold or not, it is not the subject of negotiations.“

• Im Moskauer Verteidigungsministerium gab es eine Tele/Videkonferenz der militärischen Führung. Der russische Verteidigungsminister Sergej Schoigu, so die Formulierung in der offiziellen Mitteilung, habe daran teilgenommen (ob das nach den Gerüchten über eine Erkrankung Schoigus in den vergangenen Tagen seine Anwesenheit oder nur telefonische Zuschaltung bedeutet, bleibt offen). A conference call with the leadership of the Armed Forces was held today in Moscow at the National Center for Defence Control. The Minister of Defence of the Russian Federation, General of the Army Sergei Shoigu, took part in it.
At the beginning of the meeting, the head of the defence department spoke about the course of a special military operation of the Russian Armed Forces on the territory of Ukraine. According to him, in general, the main tasks of the first stage of the operation have been completed. The combat potential of the Ukrainian Armed Forces has been significantly reduced, which makes it possible to focus the main attention and main efforts on achieving the main goal – the liberation of Donbass.
„Significant damage has been inflicted on the Armed Forces of Ukraine,“ Sergei Shoigu said. – Air supremacy has been won. The air force and the air defence system have been practically destroyed. Of the 152 aircraft that were in the Armed Forces of Ukraine before the start of the operation, 123 were destroyed, 77 out of 149 helicopters, 152 out of 180 long- and medium-range air defence systems. The naval forces of the country ceased to exist. All formations of land and airborne assault troops suffered significant losses.“
„We are monitoring the statements of the leaders of individual NATO countries about their intention to supply aircraft and air defence systems to Ukraine,“ the minister said. – If they are implemented, we will respond adequately. We consider the position of the West, which supplies lethal weapons to Ukraine, irresponsible. Its uncontrolled distribution to the population and mercenaries only aggravates the situation and in the future may pose a threat to the Europeans themselves.“
Further, Sergei Shoigu spoke about the consequences of the thoughtless use of certain weapons by the Ukrainian army manifested in various regions. Thus, a real threat to civilian shipping has been created in the Black Sea. The Turkish military has already neutralized two sea mines off the coast of Romania and the Bosphorus Strait.
Targeted actions to track and destroy foreign mercenaries are continuing. As a result of high-precision weapons strikes on mercenary training centers, as well as combat losses, a decrease in their number on the territory of Ukraine is recorded. Over the past two weeks, more than five hundred mercenaries have left the country and about six hundred more have been eliminated. (…)
