The occupiers are trying to gain a foothold on the achieved frontiers, are regrouping troops and trying to restore the combat effectiveness of their units.
The enemy does not abandon attempts to capture the city of Chernihiv, however, does not conduct active offensive operations. He regroups troops and tries to organize logistical support, but has no success.

In the area of ​​Severodonetsk, the occupiers conducted reconnaissance by fighting, had no success, trying to gain a foothold on the eastern and western outskirts of the city of Rubizhne. At the same time, according to available information, on March 15, enemy aircraft fired on the positions of their troops near the village of Smolyaninovo.
In the Volnovakha direction, the occupiers are trying to develop an offensive in the direction of the settlement of Velyka Novosilka.
In the Kryvyi Rih direction, the enemy is trying to resume the offensive in the direction of the settlements of Velyka Kostroma, Mala Kostroma and Kryvyi Rih. As a result of the fire damage inflicted by units of the Armed Forces of Ukraine, the enemy was stopped, suffered losses and retreated to unfavorable borders.
Enemy aircraft continue to launch missile and bomb strikes on military and civilian infrastructure in Kyiv, Chernihiv, Zhytomyr, Vinnytsia, Sumy and Donetsk oblasts, actively using the airfield network of the Republic of Belarus and the occupied Crimea.

Ukraine and Russia have made significant progress on a tentative 15-point peace plan including a ceasefire and Russian withdrawal if Kyiv declares neutrality and accepts limits on its armed forces, according to three people involved in the talks.

• NATO-Generalsekretär Jens Stoltenberg kündigte nach einer Sondersitzung der Verteidigungsminister*innen des Bündnisses an, die Allianz werde ihre Truppen in den östlichen Mitgliedsländern weiter verstärken. Dazu werde auch die dauerhafte Stationierung von Kriegsschiffen gehören (KORREKTUR: on a persistent basis, nicht persistent bases) – da ist noch unklar, was das genau bedeutet. Stoltenberg sicherte jedoch zu, damit wende sich die NATO nicht von der NATO-Russland-Grundakte ab.

We have just finished an extraordinary meeting of NATO Defence Ministers, focused on the consequences of Russia’s invasion of Ukraine. We addressed our support for Ukraine; the severe costs we are imposing on Russia; and NATO’s work to strengthen our defences, now and for the years to come. (…)
Today, ministers agreed that we must continue to provide significant support to Ukraine. Including with military supplies, financial help, and humanitarian aid. NATO Allies and partners are also hosting millions of Ukrainian refugees. (…)
Moscow should be in no doubt. NATO will not tolerate any attack on Allied sovereignty or territorial integrity. We have already activated our defence plans to shield the Alliance. Increased our readiness. And deployed troops from both sides of the Atlantic.

President Biden today announced an additional $800 million in security assistance to Ukraine, bringing the total U.S. security assistance committed to Ukraine to $1 billion in just the past week, and a total of $2 billion since the start of the Biden Administration. The assistance will take the form of direct transfers of equipment from the Department of Defense to the Ukrainian military to help them defend their country against Russia’s unprovoked and unjustified invasion.
The new $800 million assistance package includes:
800 Stinger anti-aircraft systems;
2,000 Javelin, 1,000 light anti-armor weapons, and 6,000 AT-4 anti-armor systems;
100 Tactical Unmanned Aerial Systems;
100 grenade launchers, 5,000 rifles, 1,000 pistols, 400 machine guns, and 400 shotguns;
Over 20 million rounds of small arms ammunition and grenade launcher and mortar rounds;
25,000 sets of body armor; and
25,000 helmets.

Bedeutsam dabei: von schwereren Waffen als Stinger-Flugabwehrsystemen ist da nicht die Rede.

Ergänzung: Die Rede von US-Präsident Joe Biden, in der er diese weitere Unterstützung ankündigt, hier auf der Webseite des Weißen Hauses. Und: bei den in der Liste genannten 100 Tactical Unmanned Aerial Systems soll es sich nach US-Medienberichten um Loitering Ammunition vom Typ Switchblade handeln, also Kamikaze-Drohnen.

• Von politischer Bedeutung – und bislang unklar, von welcher tatsächlichen – ist die Entscheidung des Internationalen Gerichtshofs, der Russland zum Ende der Kampfhandlungen aufgefordert hat:

In der umfangreichen Entscheidung, als juristisches Dokument nicht einfach zu lesen, wird auch die russische Begründung eines angeblichen Genozids im Donbass zurückgewiesen.

• Der Vollständigkeit halber (und fürs Archiv) zwei Erklärungen des russischen Außenministeriums vom Mittwochabend (diesmal nur auf Russisch veröffentlicht und mit deepl.com übersetzt):

Briefing des russischen Verteidigungsministeriums (16.03.2022).
◾ Eine Gruppe von Truppen der Volksrepublik Luhansk, die eine Offensive entwickelt, rückt aus mehreren Richtungen in die Stadt Sewerodonetsk vor.
◾ Die Einheiten der Donezker Volksrepublik kämpfen um die Einnahme der Siedlung MARYNKA. Die Tagesetappe betrug 2 Kilometer.
Am Morgen des 16. März trafen präzisionsgelenkte Langstreckenwaffen die ukrainische militärische Infrastruktur. Infolgedessen wurden die Kommunikations-, Aufklärungs-, Übertragungs- und Vermittlungsknoten in der Siedlung Vinnitsa ausgeschaltet.

Wir wissen mit Sicherheit, dass der SBU mit Unterstützung westlicher Länder eine Provokation vorbereitet, bei der giftige Substanzen gegen Zivilisten eingesetzt werden. Ziel der Provokation ist es, Russland des Einsatzes chemischer Waffen gegen die ukrainische Bevölkerung zu beschuldigen.
Ich möchte offiziell erklären, dass es in den Einheiten der russischen Streitkräfte, die an der militärischen Sonderoperation beteiligt sind, keine chemische Munition gibt und geben kann.
◾ Die Russische Föderation hat im Gegensatz zu den Vereinigten Staaten ihre internationalen Verpflichtungen längst erfüllt und alle Bestände an chemischen Waffen vollständig vernichtet.
◾ Um jegliche Provokation durch ukrainische Nationalisten mit chemischen Kampfstoffen zu verhindern, übernehmen russische Soldaten in dem befreiten Gebiet die Kontrolle über gefährliche Einrichtungen und sorgen für deren Sicherheit.
◾ Ich möchte hinzufügen, dass sich unter den Kampfunterlagen, die wir in der 4. Brigade der ukrainischen Nationalgarde erbeutet haben, eine detaillierte Karte des ukrainischen Territoriums befindet, auf der die Einrichtungen und Arten der gelagerten Giftstoffe eingezeichnet sind. Daher wird jeder Versuch einer Provokation der SBU mit giftigen Substanzen unweigerlich aufgedeckt werden.

Wir möchten darauf hinweisen, dass diese Fake News zeitgleich mit den ukrainischen Internetressourcen auf den offiziellen Seiten der US-Botschaft in der Ukraine in sozialen Netzwerken ohne jegliche Überprüfung oder Beweise veröffentlicht wurde. Gleichzeitig befindet sich die Botschaft selbst, wie Sie wissen, schon lange nicht mehr in Kiew, sondern in Lemberg. Das russische Verteidigungsministerium hat Anschuldigungen des Kiewer Regimes zurückgewiesen, einen Luftangriff auf das Theatergebäude in Mariupol durchgeführt zu haben, in dem möglicherweise Zivilisten als Geiseln festgehalten wurden.
Am 16. März führte die russische Luftwaffe keine Angriffe auf Bodenziele im Stadtgebiet von Mariupol durch.
Zuverlässigen Berichten zufolge haben Kämpfer des nationalistischen Asow-Bataillons eine neue blutige Provokation durchgeführt, indem sie ein von ihnen vermintes Theatergebäude in die Luft gesprengt haben.
Zuvor war von Flüchtlingen, die aus Mariupol geflohen waren, bekannt geworden, dass die Nazis des Asow-Bataillons Zivilisten im Theatergebäude als Geiseln halten und die oberen Stockwerke als Schießstände nutzen konnten.
Angesichts der potenziellen Gefahr für das Leben von Zivilisten und der bereits am 9. März von den Nationalisten durchgeführten Provokation mit dem Krankenhaus Nr. 3 in Mariupol wurde das Theatergebäude im Stadtzentrum nie als Angriffsziel in Betracht gezogen.
