Ukraine/Russland/NATO: Auch Slowakei will MiG29 an die Ukraine liefern; ICC-Haftbefehl gegen Putin – der Überblick am 17. März 2023

Nach Polen hat auch die Slowakei angekündigt, Kampfjets aus ihren (ehemals von der Sowjetunion gelieferten) Beständen an die Ukraine abzugeben. Der Internationale Strafgerichtshof erließ einen Haftbefehl gegen den russischen Präsidenten Wladimir Putin. Der Überblick am 17. März 2023:

• Die slowakische Regierung beschloss am (heutigen) Freitag, praktisch ihren kompletten Bestand an Kampfjets an die Ukraine zu liefern. 13 MiG29, noch aus sowjetischer Produktion, sollten abgegeben werden, teilte Ministerpräsident Eduard Heger via Twitter mit:

Die Slowakei folgt damit dem Beispiel Polens: Der Präsident des Nachbarlandes hatte am Vortrag die Abgabe ebenfalls von MiG29-Jagdflugzeugen an die Ukraine angekündigt. Die Zahlen sind allerdings noch etwas verwirrend: Nach der Übersicht in der Military Balance des International Institute for Strategic Studies (IISS) verfügt die Slowakei über elf einsatzbereite Jets dieses Typs; unklar bleibt deshalb, wie viele tatsächlich nutzbare MiG29 abgegeben werden.

Im Zusammenhang mit dem russischen Krieg gegen die Ukraine (aber nicht direkt mit den Flugzeuglieferungen) wird die geplante Abgabe von deutschen Flugabwehrsystemen an die Slowakei konkreter. Nach Angaben des deutschen Verteidigungsministeriums sollen nicht nur zwei Systeme mit Flugabwehrkanonen vom Typ Mantis geliefert werden, sondern auch ein Luftraumüberwachungsradar. Derzeit sind deutsche Patriot-Luftverteidigungssysteme in der Slowakei stationiert; die Mantis-Kanonen sollen voraussichtlich einen so genannten Instandsetzungshub nahe der Grenze zur Ukraine schützen. Dort ist die Reparatur von deutschem Gerät geplant, dass an die Ukraine geliefert wurde (auch wenn sich die tatsächliche Instandsetzung dort durch vorgebliche Steuer- und Zollprobleme verzögerte).

• Der Internationale Strafgerichtshof (International Criminal Court, ICC) in Den Haag in den Niederlanden erließ am Freitag einen Haftbefehl gegen den russischen Präsidenten, begründet mit dem Vorwurf der Verschleppung von Kindern aus der Ukraine nach Russland. Ein weiterer Haftbefehl erging gegen Maria Lwowa-Belowa, Kommissarin für Kinderrechte im Präsidentenbüro. Aus der Mitteilung des Gerichts:

Today, 17 March 2023, Pre-Trial Chamber II of the International Criminal Court (“ICC” or “the Court”) issued warrants of arrest for two individuals in the context of the situation in Ukraine: Mr Vladimir Vladimirovich Putin and Ms Maria Alekseyevna Lvova-Belova.
Mr Vladimir Vladimirovich Putin, born on 7 October 1952, President of the Russian Federation, is allegedly responsible for the war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation (under articles 8(2)(a)(vii) and 8(2)(b)(viii) of the Rome Statute). The crimes were allegedly committed in Ukrainian occupied territory at least from 24 February 2022. There are reasonable grounds to believe that Mr Putin bears individual criminal responsibility for the aforementioned crimes, (i) for having committed the acts directly, jointly with others and/or through others (article 25(3)(a) of the Rome Statute), and (ii) for his failure to exercise control properly over civilian and military subordinates who committed the acts, or allowed for their commission, and who were under his effective authority and control, pursuant to superior responsibility (article 28(b) of the Rome Statute). Pre-Trial Chamber II considered, based on the Prosecution’s applications of 22 February 2023, that there are reasonable grounds to believe that each suspect bears responsibility for the war crime of unlawful deportation of population and that of unlawful transfer of population from occupied areas of Ukraine to the Russian Federation, in prejudice of Ukrainian children.

Nach dem so genannten Rom-Statut, dem grundlegenden Dokument des Gerichtshofs, wird die Verschleppung von Zivilisten aus besetzten Gebieten als Kriegsverbrechen eingestuft. Allerdings hat Russland (wie übrigens auch die USA) das Statut des Internationalen Strafgerichtshofs nicht ratifiziert.

Das britische Intel Update:

In recent days, Russian and Wagner Group forces have obtained footholds west of the Bakhmutka River in the centre of the contested Donbas town of Bakhmut.
Over the preceding week, the river had marked the front line. Ukrainian Armed Forces continue to defend the west of the town.
However, more broadly across the front line, Russia is conducting some of the lowest rates of local offensive action that has been seen since at least January 2023.
This is most likely because Russian forces have temporarily depleted the deployed formations’ combat power to such an extent that even local offensive actions are not currently sustainable.
Russian leaders will likely seek to regenerate the offensive potential of the force once personnel and munition stocks are replenished.
In the meantime, commanders will likely be forced to choose between carrying out offensive operations and conducting a credible defence of the full line.
