Ukraine/Russland/NATO – der Sammler am 4. November 2022

On November 4, the Department of Defense (DoD) announced approximately $400 million in additional security assistance for Ukraine under the Ukraine Security Assistance Initiative (USAI). (…)
This announcement represents the beginning of a contracting process to provide additional priority capabilities to Ukraine. Capabilities include:
Funding to refurbish HAWK air defense missiles for inclusion in future Presidential Drawdown packages;
45 Refurbished T-72B Tanks with advanced optics, communications, and armor packages;
1,100 Phoenix Ghost Tactical Unmanned Aerial Systems;
40 Armored Riverine Boats;
Funding to refurbish 250 M1117 Armored Security Vehicles;
Tactical secure communications systems and surveillance systems; and
Funding for training, maintenance, and sustainment.

The United States and Netherlands will jointly finance a Czech industrial initiative, closely coordinated and supported by the Ministry of Defence of the Czech Republic, for a total value of
approximately $90 million. This project is a direct outcome of cooperation forged through six meetings of the Ukraine Defense Contact Group (UDCG), the August 11 Copenhagen Ukraine Donors Conference, and the September 28 National Armaments Directors meeting, convened under the auspices of the UDCG.
The introduction of these 90 technically-advanced, newly refurbished T-72B tanks will further enhance Ukraine’s proficient armored warfare capabilities, including the many T-72s generously donated by other Allies earlier in the war.
Deliveries of these T-72B tanks will commence as soon as contracting actions are completed.
Some of the tanks will be available to Ukraine before the end of December 2022, with additional deliveries to be completed in 2023.

Was da nun genau geliefert wird, bleibt also vorerst unklar.

I am grateful to the Czech Republic, the Netherlands, and the U.S. for their joint decision to provide 90 T-72 tanks to Ukraine. First 26 repaired and modernized tanks will arrive within the next month. Thank you, friends, for your unwavering solidarity with Ukraine.

To maintain the historic level of our ongoing security assistance support for Ukraine, I’m pleased to announce today that the department will establish the Security Assistance Group Ukraine, what we will SAGU, which is a dedicated headquarters element in Wiesbaden, Germany and under U.S. European Command to coordinate our efforts. This headquarters will be similarly-scaled in scope to our current footprint, but it will ensure we are postured to continue supporting Ukraine over the long term.

• Das britische Intel Update:

Due to low morale and reluctance to fight, Russian forces have probably started deploying “barrier troops” or “blocking units”.
These units threaten to shoot their own retreating soldiers in order to compel offensives and have been used in previous conflicts by Russian forces.
Recently, Russian generals likely wanted their commanders to use weapons against deserters, including possibly authorising shooting to kill such defaulters after a warning had been given. Generals also likely wanted to maintain defensive positions to the death.
The tactic of shooting deserters likely attests to the low quality, low morale and indiscipline of Russian forces.

• Das Morgenbriefing des ukrainischen Generalstabs:

In the temporarily occupied territories, the occupiers continue to violate the norms of international humanitarian law, norms and customs of warfare. In the village of Pisky, Starobilsky district, Luhansk oblast, representatives of the so-called military commander’s office conducted filtering measures against the local population. About 30 citizens were kidnapped and taken to an unknown destination. Similar events are held in settlements along the Oleshky – Nova Kakhovka highway of the Kherson oblast.
In addition, the highways of the Kherson oblast are marked by increased traffic of trucks and cars with looted property. Significant robberies are taking place in Beryslav and nearby settlements. Occupiers continue to die in Ukraine. The information regarding the losses of the enemy as a result of fire damage to the administrative building in Holya Prystan, Kherson oblast, has been confirmed. According to available information, 18 russian invaders were killed and 2 wounded.

The low level of morale and psychological state of the personnel of the enemy units located in the Zaporizhzhia region is noted.
