Ukraine/Russland/NATO – der Sammler am 3. November 2022 (m. Ergänzungen)

Zum andauernden russischen Angriffskrieg gegen die Ukraine der Hinweis auf zwei Entwicklungen außerhalb der eigentlichen Kriegshandlungen: Die internationale Atomenergie-Aufsicht sieht nach Kontrolle dreier ukrainischer Atomanlagen keine Hinweise auf die von Russland behauptete schmutzige Bombe der Ukraine. Und die Schweiz bleibt bei ihrem Exportverbot für Gepard-Munition. Der Sammler am 3. November 2022:

• Nach dem (wiederholten) russischen Vorwurf, Ukraine bereite eine schmutzige Bombe mit spaltbarem Material vor, hat die Ukraine die Internationale Atomenergieagentur (IAEA) um Überprüfung vor allem der Nuklearanlagen gebeten, die von Russland genannt worden waren. Aus der Mitteilung der IAEA vom (heutigen) Donnerstag:

IAEA Inspectors Complete In-Field Verification Activities at Three Ukraine locations, No Indications of Undeclared Nuclear Activities and Materials

Inspectors of the International Atomic Energy Agency (IAEA) have completed their in-field verification activities at three locations in Ukraine at the request of the Government of Ukraine, Director General Rafael Mariano Grossi said today.
Ukraine’s written requests for the IAEA to send teams of inspectors were issued after the Russian Federation made allegations about activities at the three locations – the Institute for Nuclear Research in Kyiv, Eastern Mining and Processing Plant in Zhovti Kody, and Production Association Pivdennyi Machine-Building Plant in Dnipro.
Over the past few days, the inspectors were able to carry out all activities that the IAEA had planned to conduct and were given unfettered access to the locations. Based on the evaluation of the results available to date and the information provided by Ukraine, the Agency did not find any indications of undeclared nuclear activities and materials at the locations. “Upon the request of the Government of Ukraine, I immediately dispatched inspectors to the three locations to carry out their indispensable technical and independent role in verifying the facts on the ground. Within days, they went there and conducted their safeguards activities, in challenging circumstances during the current conflict in Ukraine,” Director General Grossi said.
“Our technical and scientific evaluation of the results we have so far did not show any sign of undeclared nuclear activities and materials at these three locations. Additionally, we will report on the results of the environmental sampling as soon as possible,” he said.

• Die Schweizer Regierung hat (erneut) die deutsche Bitte abgelehnt, in der Schweiz hergestellte Munition für die Gepard-Flugabwehrkanonenpanzer zur Weitergabe an die Ukraine freizugeben – und machte das auch gleich öffentlich:

Bundesrat Guy Parmelin, Vorsteher des Eidgenössischen Departements für Wirtschaft, Bildung und Forschung (WBF), hat am 3. November 2022 im Auftrag des Bundesrats ein Schreiben der deutschen Bundesministerin der Verteidigung, Christine Lambrecht, beantwortet.
Bei der Anfrage von Bundesministerin Christine Lambrecht vom 21. Oktober 2022 geht es um ca. 12’400 Patronen 35mm-Munition schweizerischen Ursprungs für den Flugabwehrpanzer GEPARD, welche Deutschland an die Ukraine weitergeben möchte.
Im Auftrag des Bundesrats wiederholte Bundesrat Guy Parmelin im Antwortschreiben die rechtliche Situation, wie er sie bereits in einem Schreiben vom 3. Juni 2022 erläutert hatte: Die Schweiz wendet im Verhältnis Russland-Ukraine das Neutralitätsrecht an, welches Teil des Völkergewohnheitsrechts ist. Aufgrund des neutralitätsrechtlichen Gleichbehandlungsgebots kann die Schweiz einer Anfrage um Weitergabe von Kriegsmaterial mit Schweizer Ursprung an die Ukraine nicht zustimmen, solange diese in einen internationalen bewaffneten Konflikt verwickelt ist. Zudem schliessen auch die Bewilligungskriterien des Schweizer Kriegsmaterialgesetzes die Lieferung von Kriegsmaterial an Länder aus, die in einen internationalen bewaffneten Konflikt verwickelt sind.
Da die rechtliche Situation unverändert ist, ist eine Zustimmung zu einer Weitergabe von Schweizer Kriegsmaterial durch Deutschland an die Ukraine weiterhin nicht möglich. Bundesrat Parmelin betonte in seiner Antwort, dass die Schweiz sich entschieden für Frieden und Sicherheit engagiert, jedoch stets unter der strikten Einhaltung des Neutralitätsrechts, wie dies ihrer humanitären Tradition entspricht. So hat der Bundesrat am 2. November 2022 den Aktionsplan Winterhilfe beschlossen, um die Menschen in der Ukraine zu unterstützen. Damit stellt die Schweiz zusätzlich zu ihrem bestehenden humanitären Engagement in der Ukraine und der Region 100 Millionen Franken zur Verfügung.

Russian soldiers serving in Ukraine are likely frustrated that they are forced to serve in old infantry combat vehicles which they describe as aluminium cans.
In mid-October, in the face of Ukrainian offensives, Russian armoured vehicles losses increased to over 40 a day: roughly equivalent to a battalion’s worth of equipment.
In recent weeks Russia has likely resorted to acquiring at least 100 additional tanks and infantry fighting vehicles from Belarussian stocks.
Armoured units and artillery are central to Russia’s way of war; the force in Ukraine is now struggling partially due to difficulties in sourcing both artillery ammunition and sufficient serviceable replacement armoured vehicles.

Over the past day, units of the Defence Forces of Ukraine repelled the attacks of the occupiers in the areas of Makiivka, Nevske and Bilohorivka settlements of the Luhansk oblast; Verkhnokamyanske, Spirne, Bakhmut, Mayorsk, Pervomaiske, Novomykhailivka, Vodyane, Pavlivka and Prechistivka in Donetsk oblast.
The enemy is shelling units of the Defence Forces along the contact line, carrying out border fortification equipment in separate directions and conducting aerial reconnaissance. It continues to strike critical infrastructure facilities and civilian homes, violating international humanitarian law, laws and customs of war.
Over the past 24 hours, the enemy has launched 3 missile and 24 air strikes, launched more than 80 MLRS attacks.
Areas of more than 20 settlements were hit by the russian occupiers. Among them are Kupyansk in the Kharkiv oblast, Kremenchuk in the Poltava oblast, Nevske in the Luhansk oblast, Vodyane, Vuhledar, Krasnohorivka and Nevelske in the Donetsk oblast, Smila in the Cherkasy oblast, Nova Kamianka in the Kherson oblast, and Ternovi Pody in the Mykolaiv oblast.
The threat of new strikes and the use of attack UAVs remains, in particular from the territory of the republic of belarus.
The situation in the Volyn and Polissya directions has not changed significantly. The republic of belarus continues to support the armed aggression of the russian federation against Ukraine.
The enemy shelled in such directions:

in the Kupyansk and Lyman directions – from tanks, mortars, barrel and jet artillery, in the areas of the settlements of Berestove, Dvorichna, Kamianka, Krokhmalne and Fiholivka in the Kharkiv oblast, Hrekivka, Nevske, Ploshanka and Sukhodil in the Luhansk oblast and Terny and Yampolivka in the Donetsk oblast;
in the Bakhmut direction – from tanks and artillery of various calibers, in the areas of Andriivka, Bakhmut, Bakhmutske, Bilohorivka, Verkhnyokamianske, Zelenopillia, Mayorsk, New York, Opytne, Rozdolivka, Siversk, Soledar and Spirne settlements of the Donetsk oblast;
in the Avdiyivka direction – from tanks and the entire range of artillery weapons, in the areas of Kamianka, Maryinka, Nevelske, Novomykhailivka and Pervomaiske settlements of the Donetsk oblast;
in the Novopavlivskyi direction – from tanks, mortars, barrel and rocket artillery, in the areas of Bohoyavlenka, Velyka Novosilka, Vremivka, Vuhledar, Novopil and Pavlivka settlements of the Donetsk oblast;
in the Zaporizhia direction – from tanks and artillery of various types, in the areas of the settlements of Dorozhnyanka, Mala Tokmachka, Malynivka, Novoandriivka, Pavlivka, Stepove and Shcherbaky of the Zaporizhzhia oblast.
In the South Buh direction, more than 30 settlements along the contact line suffered fire damage.
russian occupation forces continue the forced „evacuation“ of the population in the temporarily occupied territories of Zaporizhzhia and Kherson oblasts. Residents of settlements along the left bank of the Dnipro River from the settlement of Velyka Znamyanka in the Zaporizhzhia oblast to Nova Kakhovka in the Kherson oblast are subject to it.
The occupiers continue to steal and take away ambulances and equipment from hospitals from the settlement of Hola Prystan to the city of Skadovsk.
In the temporarily occupied territory of the Luhansk oblast, units of the russian occupation forces continue to use the civilian population as „human shields“. Thus, according to available information, in the city of Svatove, the occupiers continue to place their units in schools and enterprises, and the local population is forced to continue working and bringing children to classes, despite shelling.
According to the updated information, the defeat of the enemy in the previous days has been confirmed. Thus, up to 60 servicemen were destroyed in the village of Pershotravneve in the Mykolaiv oblast, and up to 50 Russian invaders were wounded in the village of Vasylivka in the Zaporizhzhia oblast.
Aviation of the Defence Forces struck the enemy 21 times last day. Areas of concentration of weapons and military equipment, as well as the position of the enemy’s anti-aircraft defence, were affected. Air defence forces shot down 10 „Shahed-136“ attack drones and „Orlan“ unmanned aerial vehicle.
Units of missile forces and artillery of the Defence Forces, in a day, hit 5 areas of concentration of manpower, weapons and military equipment, 2 ammunition warehouses and 3 other important military objects of the enemy.

The Armed Forces of the Russian Federation continue the special military operation.
In Kupyansk direction, the Armed Forces of Ukraine (AFU) with two companies of foreign mercenaries attempted to attack Russian positions in the direction of Novoselovskoye (Lugansk People’s Republic).
All the enemy attacks have been repelled.
During the day, more than 130 militants and Ukrainian personnel were killed, three tanks, two armoured fighting vehicles, and two Humvees were damaged due to firepower and Russian forces‘ actions.
In Krasny Liman direction, the AFU failed to conduct an offensive with three reinforced battalions in the direction of Makeyevka, Ploshchanka, and Chervonopopovka (Lugansk People’s Republic).
As a result of the active actions of Russian troops and artillery, the enemy was thrown back to the initial positions.
Furthermore, the Armed Forces of Ukraine’s advanced reserves were annihilated in Terny and Kirovsk (Donetsk People’s Republic).
The adversary suffered casualties of nearly 200 Ukrainian personnel killed, 120 wounded, four tanks, nine armoured fighting vehicles, and eight automobiles.
In South Donetsk direction, in order to halt the Russian troops‘ offensive, the AFU attempted to counterattack in the direction of Nikolskoye and Rovnopol (Donetsk People’s Republic).
Russian artillery fire, assault and army aircraft attacks halted and scattered counterattacking enemy troops in Vodyanoye and Novoselka (Donetsk People’s Republic).
In total, 80 Ukrainian personnel were defeated, as well as three infantry fighting vehicles and two automobiles.
In Nikolayev–Krivoy Rog direction, five motorised infantry companies of the Armed Forces of Ukraine launched attacks towards Mylovoye, Sukhanovo, Bruskinskoye, and Ishchenko (Kherson region).
As a result of the fire damage and successful actions of the Russian troops, the enemy was thrown back to the initial positions.
The enemy suffered total losses of more than 80 Ukrainian personnel killed and injured, six armoured fighting vehicles, and seven vehicles for other purposes.
Operational-Tactical and Army Aviation, Missile Troops and Artillery eliminated the command posts of 128th Mountain Assault Brigade and 115th Brigade of the Territorial Defence of the Armed Forces of Ukraine close to Mirolyubovka (Kherson region) and Zvanovka (Donetsk People’s Republic), as well as 96 artillery units in firing positions, manpower, and military equipment in 158 areas.
During the counterbattery battle, a Ukrainian platoon of GRAD MLRS was defeated in Volchansk (Kharkov region), as was an artillery battery of the Armed Forces of Ukraine in Novoselka (Donetsk People’s Republic).
A US-made AN/TPQ-37 counterbattery radar station was destroyed near Dzerzhinsk (Donetsk People’s Republic).
One radar of Ukrainian S-300 air defence system was destroyed near Viskun (Nikolayev region).
Furthermore, an AFU’s munitions stockpile was damaged near Novaya Kamenka (Kherson region).
Operational-Tactical Aviation of the Russian Aerospace Forces has shot down one Mi-8 of Ukrainian Air Force near Kostyrka (Kherson region).
During the day, eight Ukrainian unmanned aerial vehicles were shot down by air defence close to Burgunka, Bobrovy Kut, and Olgovka (Kherson region), Epifanovka (Lugansk People’s Republic), Novaya Tarasovka (Kharkov region), Aleksandrovka, Nikolskoye, and Pavlovka (Donetsk People’s Republic).
In addition, 13 projectiles of HIMARS, Olkha, and Uragan were intercepted in the air above Antonovka, Novaya Kakhovka, Gruzsko-Lomovka, and Svobodnoye (Kherson region).
In total, 330 airplanes and 168 helicopters, 2,422 unmanned aerial vehicles, 384 air defence missile systems, 6,297 tanks and other armoured combat vehicles, 882 combat vehicles equipped with MRLS, 3,547 field artillery cannons and mortars, as well as 6,986 units of special military equipment have been destroyed during the special military operation.

in the Bakhmut direction – from tanks, mortars, barrel and rocket artillery, in the areas of the settlements of Soledar, Opytne, New York, Ozaryanivka and Kurdyumivka;
in the Avdiivka direction – from tanks and various caliber artillery, in the areas of Maryinka, Novomykhailivka, Nevelske and Vodyane settlements;
in the Novopavlivsk and Zaporizhzhia directions – from artillery of various types, in the areas of the settlements of Vuhledar, Kamianske and Vremivka.
In the South Buh direction, more than 35 settlements along the contact line suffered fire damage. In addition, the enemy continued to conduct aerial reconnaissance, actively using UAVs. Made more than 30 flies.
Despite the announced end of partial mobilization, the military leadership of the russian federation continues to recruit so-called „volunteers“ to participate in the war on the territory of Ukraine. Military commissars received instructions on the further formation of so-called volunteer units. These „volunteers“ can become men with cleared criminal records, without age restrictions and in any state of health, except for persons with official disabled status. In order to avoid legal and financial obligations, the conclusion of a contract with the Ministry of Defense of the russian federation with such persons is not envisaged.
Previously demobilized personnel have a low level of morale and psychological state, which leads to extraordinary events in places of deployment. Thus, in units of the 57th motorized rifle division of the so-called territorial troops, at the stage of reconciliation in Kazan, more than 15 soldiers and sergeants voluntarily left, and during the redeployment to Ukraine, two more mobilized committed suicide.
In addition, the main problem of already operating occupation units, in addition to private military campaigns, remains the low training of personnel and the rapid failure of military equipment that has been removed from storage and has not undergone appropriate maintenance.
Aviation of the Defense Forces struck the enemy 12 times during the day. 8 areas of concentration of weapons and military equipment, as well as 4 positions of the enemy’s anti-aircraft defense equipment, were affected.
Units of missile forces and artillery of the Defense Forces were struck within a day 3 areas of concentration of manpower, 2 areas of accumulation of weapons and military equipment, 2 ammunition warehouses and other important military facilities of the russian occupiers.
