Ukraine/Russland/NATO – der Sammler am 13. November 2022:

Ukrainian officials were preparing on Sunday to race food, water and medicine to the city of Kherson just two days after its troops re-entered it, while the military worked to secure more of the city and assess the extent of destruction after nearly nine months of Russian occupation. (…)
“Russian occupying forces and collaborators did everything possible to make those people who remained in the city suffer as hard as possible during these days of waiting, weeks of waiting, months,” Roman Golovnya, an adviser to the mayor of Kherson, said on national television.
But on Sunday, though villages outside it have been heavily hit, there were signs that Kherson had not suffered the extent of devastation faced by cities like Mariupol, which Russian forces leveled. While more than three-quarters of Kherson’s residents have fled since the war, leaving about 75,000 people, and there was limited water supply, many buildings and streets appeared intact.

• Das britische Intel Update:

On 9 November 2022, Education Minister Sergey Kravstov stated that military training will return to Russian schools, beginning in September 2023.
This reprises a Soviet-era programme where students had mandatory military training, a programme which ended in 1993. This training included contingencies for a chemical or nuclear attack, first aid and experience handling and firing Kalashnikov rifles.
Russian officials attempted to revive this training in 2014 following Russia’s invasion of Crimea. It was hoped that the initiative would improve the quality of conscripts.
Eight years later, little has changed, and the quality of Russian conscripts remains poor, with low morale and limited training. A training programme is currently being drafted and will be completed by the end of 2022. It will then undergo an approvals process.
The Russian MOD supports this process, stating that no less than 140 hours per academic year should be devoted to this training.
This training likely intends to prepare students with military skills as they approach conscription age and to increase the take-up for mobilisation and conscription drives.
This initiative is also likely to be part of a wider project to instil an ideology of patriotism and trust in public institutions in the Russian population.

• Die Situation in Kherson war auch erneut Schwerpunkt der Videoansprache des ukrainischen Präsidenten Wolodymyr Selenskyj am (heutigen) Sonntagabend:

Stabilization and restoration of law and order in 226 settlements will be ensured in the Kherson region. This is more than 100,000 local residents as of this time.
We are restoring communication, Internet, television. We are doing everything to restore normal technical capabilities for electricity and water supply as soon as possible.
We will bring back transport and postal services. We will bring back ambulances and normal medicine.
Of course, the restoration of the work of authorities, the police, some private companies is already beginning. And I thank the business, which is among the first to participate in the return of normal life.
Our presence will be felt! It will be felt that there is life.
But please do not forget that the situation in the Kherson region is still very dangerous. First of all, there are mines. Unfortunately, one of our sappers died, and four others were injured while clearing mines.
I urge all residents of Kherson to be very careful and immediately inform the rescuers about all dangerous objects.
Detention of Russian soldiers and mercenaries who were left behind in this territory and neutralization of saboteurs are also ongoing.
Investigators have already documented more than 400 Russian war crimes, the bodies of both civilians and military personnel are being found.
In the Kherson region, the Russian army left behind the same atrocities as in other regions of our country, where it was able to enter.
We will find and bring to justice every murderer. Without a doubt.
