Ukraine/Russland/NATO – der Sammler am 30. September 2022 (Neufassung)

Citizens of Russia, citizens of the Donetsk and Lugansk people’s republics, residents of the Zaporozhye and Kherson regions, deputies of the State Duma, senators of the Russian Federation,
As you know, referendums have been held in the Donetsk and Lugansk people’s republics and the Zaporozhye and Kherson regions. The ballots have been counted and the results have been announced. The people have made their unequivocal choice.
Today we will sign treaties on the accession of the Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye Region and Kherson Region to the Russian Federation. I have no doubt that the Federal Assembly will support the constitutional laws on the accession to Russia and the establishment of four new regions, our new constituent entities of the Russian Federation, because this is the will of millions of people. (Applause.)
It is undoubtedly their right, an inherent right sealed in Article 1 of the UN Charter, which directly states the principle of equal rights and self-determination of peoples.

I repeat, it is an inherent right of the people. It is based on our historical affinity, and it is that right that led generations of our predecessors, those who built and defended Russia for centuries since the period of Ancient Rus, to victory.
(…)
For eight long years, people in Donbass were subjected to genocide, shelling and blockades; in Kherson and Zaporozhye, a criminal policy was pursued to cultivate hatred for Russia, for everything Russian. Now too, during the referendums, the Kiev regime threatened schoolteachers, women who worked in election commissions with reprisals and death. Kiev threatened millions of people who came to express their will with repression. But the people of Donbass, Zaporozhye and Kherson weren’t broken, and they had their say.
I want the Kiev authorities and their true handlers in the West to hear me now, and I want everyone to remember this: the people living in Lugansk and Donetsk, in Kherson and Zaporozhye have become our citizens, forever. (Applause.)
We call on the Kiev regime to immediately cease fire and all hostilities; to end the war it unleashed back in 2014 and return to the negotiating table. We are ready for this, as we have said more than once. But the choice of the people in Donetsk, Lugansk, Zaporozhye and Kherson will not be discussed. The decision has been made, and Russia will not betray it. (Applause.) Kiev’s current authorities should respect this free expression of the people’s will; there is no other way. This is the only way to peace.
We will defend our land with all the forces and resources we have, and we will do everything we can to ensure the safety of our people. This is the great liberating mission of our nation.

• Als Reaktion auf das russische Vorgehen und Putins Rede kündigte der ukrainische Präsident Wolodymyr Selenskyj einen Antrag der Ukraine auf beschleunigte Mitgliedschaft in der NATO an:

We are de facto allies. This has already been achieved. De facto, we have already completed our path to NATO. De facto, we have already proven interoperability with the Alliance’s standards, they are real for Ukraine – real on the battlefield and in all aspects of our interaction.
We trust each other, we help each other and we protect each other. This is what the Alliance is. De facto.
Today, Ukraine is applying to make it de jure. Under a procedure consistent with our significance for the protection of our entire community. Under an accelerated procedure.
We know it’s possible. We have seen Finland and Sweden start accession to the Alliance this year without a Membership Action Plan.
This is fair. This is also fair for Ukraine. This is the consolidation at the level of the treaty of what has already been achieved in life and what are our values.
We understand that this requires the consensus of all members of the Alliance. We understand that it is necessary to reach such a consensus. And therefore, while this is happening, we offer to implement our proposals regarding security guarantees for Ukraine and all of Europe in accordance with the Kyiv Security Compact, which was developed and presented to our partners.
Security has no alternatives. But determination is needed to guarantee it.
We are taking our decisive step by signing Ukraine’s application for accelerated accession to NATO.

• Die Angriffe der russischen Streitkräfte auf auch zivile Einrichtungen in der Ukraine halten an, unter anderem auf Teil der Region Saporischja, die zu russischem Territorium erklärt wurde. Aus dem Bericht der New York Times:

The most lethal strike hit in Zaporizhzhia, one of the four Ukrainian provinces that Moscow plans to declare part of Russia on Friday as part of an annexation process that has been condemned by the West as a sham and comes after a humiliating battlefield defeat. The attack killed at least 25 civilians who were waiting at a checkpoint and bus stop, and injured about 50, according to Ukraine’s prosecutor general — which would make it one of the deadliest single attacks against civilians in recent weeks.

• Nach bislang offiziell nicht bestätigten Berichten soll es ukrainischen Truppen gelungen sein, die Stadt Lyman im Osten des Landes und die dort eingesetzten russischen Truppen einzukesseln.

• Das britische Intel Update:

Medical provision for Russian combat troops in Ukraine is probably growing worse. Some newly mobilised Russian reservists have been ordered to source their own combat first aid supplies, with the advice that female sanitary products are a cost-effective solution.
Medical training and first-aid awareness is likely poor.
Some Russia troops have obtained their own modern, Western-style combat torniquets but have stowed them on their equipment using cable-ties, rather than with the Velcro provided – probably because such equipment is scarce and liable to be pilfered.
This is almost certain to hamper or render impossible the timely application of torniquet care in the case of catastrophic bleeding on the battlefield.
Russian troops’ lack of confidence in sufficient medical provision is almost certainly contributing to a declining state of morale and a lack of willingness to undertake offensive operations in many units in Ukraine.

• Das Morgenbriefing des ukrainischen Generalstabs:

The operational update of General Staff of the UAF regarding the Russian invasion as of 06:00, on September 30, 2022
The two hundred-nineteenth (219) day of the heroic resistance of the Ukrainian people to a russian military large-scale invasion continues.
The enemy continues to focus its efforts on attempts to fully occupy the Donetsk oblast and hold the captured territories, as well as disrupt the active actions of the Defense Forces in certain directions. The enemy is shelling the positions of our troops along the contact line, conducting aerial reconnaissance. Strikes civilian infrastructure and peaceful residential areas, violating international humanitarian law, laws and customs of war. There remains the threat of air and missile strikes on the entire territory of Ukraine.
Over the past day, the russian occupiers have launched 5 missile and 11 air strikes, launched more than MLRS 100 attacks on military and civilian objects on the territory of our country.
Almost 50 settlements were affected by enemy strikes. Among them are Slovyansk, Kramatorsk, Bakhmut, Dnipro, Kryvyi Rih, Mykolayiv, Nikopol, Voznesensk, Pavlivka, Visokopillya, Bilohirka and Myrne.
The situation in the Volyn and Poliske directions has not changed significantly. At the same time, in the republic of belarus, an inspection of the means of radio technical support of the airfield network began on September 21, which may indirectly indicate the possibility of using belarusian airfields by the armed forces of the russian federation. Also, there was a rotation of aviation units of the joint training center of the Air Force and Air Defense Forces of the Armed Forces of the republic of belarus and the russian federation, with the replacement of three of the four existing Su-30M multi-purpose fighters. The threat of missile and air strikes from the territory and airspace of the republic of belarus remains.
In other directions, the enemy fired from tanks, mortars, barrel and rocket artillery, namely:

The enemy did not conduct active offensive actions in the Novopavlivsk and Zaporizhzhya directions. Shelling from tanks, mortars, barrel and jet artillery was recorded in the areas of settlements of Novopil, Prechystivka, Vuhledar, Pavlivka, Mykilske, Zaliznychne, Zeleny Hai, Dorozhnyanka and Novoukrayinka.
More than fifty settlements along the contact line were shelled in the South Buh direction. In particular, Arkhanhelsk, Belousov, Sukhyi Stavok, Shyroke, Bezymene, Kvitneve, Ivanivka, Zorya, Olhyne, Lymany, Blahodatne, Pravdyne, Myrne and Oleksandrivka.
The occupation leadership of the temporarily occupied territories forces local residents to obtain citizenship and passports of the russian federation. For example, in the city of Mariupol, teachers of educational institutions are threatened with dismissal if they refuse to exchange their Ukrainian passport for a russian one, while other residents are allowed not to hand over their Ukrainian passport upon receiving a russian one. In the settlement of Tokarivka, Kherson oblast, the occupiers warned that if they do not receive passports of the russian federation by October 1, the residents will be subject to eviction and deportation outside the occupied territories.
In Kherson, the occupiers evicted the residents of several hostels, for the further settlement of servicemen of the russian occupying forces, who arrived to reinforce units in this direction.
According to detailed information, during the last few days enemy losses have been confirmed in certain directions, namely:
in the village of Bakhmutivka, Luhansk oblast, as a result of an attack on the enemy’s concentration area, more than fifty servicemen were killed, and seventeen units of enemy equipment were destroyed;

The defeat of six strongholds, twenty areas of concentration of weapons and military equipment, as well as three anti-aircraft missile systems of the enemy was confirmed. In addition, our air defense units shot down seven UAVs, in particular, five of Iranian production, one Mi-8 helicopter and a Su-25 attack aircraft.

• Das Abendbriefing des ukrainischen Generalstabs:

Operational update regarding the russian invasion as 18:00, on September 30, 2022
The two hundred-nineteenth (219) day of the heroic resistance of the Ukrainian people to a russian military large-scale invasion continues.

The enemy continues to focus its efforts on attempts to fully occupy the Donetsk oblast and hold the temporarily captured territories, as well as to disrupt the active actions of the Defence Forces in certain areas. The enemy is shelling the positions of our troops along the contact line, conducting aerial reconnaissance. Attacks civilian infrastructure and civilian homes, violating International Humanitarian Law, laws and customs of war.
The enemy launched 3 missile and 5 air strikes, carried out more than 15 MLRS attacks on military and civilian objects on the territory of Ukraine.
In the morning of September 30, the russian occupiers committed another act of terrorism, launched a rocket attack on a convoy of civilian vehicles moving for humanitarian purposes through the territory of the Zaporizhzhia oblast. The strikes were made by S-300 air defence missiles. According to preliminary information, at least 25 people killed, and many more were injured.
In addition, the enemy continues to use Iranian-made Shahed-136 attack UAVs to destroy the civil infrastructure of cities.
More than 25 settlements were affected by enemy strikes. In particular, Kostyantynivka, Zaporizhzhya, Mykolaiv, Hulyaipole, Rydkodub, Bilohorivka, Novoandriyivka, Blahodativka and Myrolyubivka.
The situation in the Volyn and Polissya directions has not changed significantly.
In other directions, the enemy continues shelling populated areas with tanks and artillery of various types:
in the Slobozhansky direction – in the areas of the settlements of Uda, Strilecha, Zelene, Neskuchne, Prystin and Kupyansk;
in the Kramatorsk direction – in the areas of Bilohorivka, Verkhnokamianske, Blakytni Ozera settlements;
in the Bakhmut direction – Soledar, Spirne, Bakhmutske, Bakhmut, Zayitseve and New York;

Partial mobilization continues in the russian federation. In the Khabarovsk Kray, officials responsible for the selection and preparation of mobilization resources have established new corruption „tariffs“. Thus, a postponement of mobilization costs 100 thousand rubles, which is an almost unattainable amount for the majority of the local population.
The occupation command is trying to implement forced mobilization measures in the temporarily occupied territories of Ukraine. Cases of detention of local men of draft age have become more frequent in Kherson. After a superficial determination of suitability for military service, they are sent to equip units that are planned to be used in the area of hostilities. In Berdyansk, employees of some enterprises that remained working in the occupied territory were forcibly demobilized. In addition, reinforced units of the russian guard arrived in the city in order to suppress the possible resistance of the local population.
Over the past day, units of the Defence Forces of Ukraine repelled enemy attacks in the areas of Mayorsk, Zaytseve, Odradivka and Bakhmutske settlements.
Aviation of the Defence Forces made 9 strikes. It was confirmed that one stronghold, three areas of concentration of weapons and military equipment, as well as five enemy anti-aircraft missile systems were hit. In addition, Ukrainian air defence units shot down one UAV.
Missile troops and artillery hit six command posts, thirteen areas of concentration of manpower, weapons and military equipment, two warehouses with ammunition, one anti-aircraft missile complex and four means of enemy missile troops and artillery.
