• Die (Teil)Mobilisierung der russischen Streitkräfte war erneut ein wesentliches Thema für den ukrainischen Präsidenten Wolodymyr Selenskyj, der sich in seiner regelmäßigen Videoansprache am (gestrigen) Donnerstagabend auf Russisch an russische Zuhörer wandte:

Why, for example, Dagestanis or anyone else should die in the Kharkiv region or near Donetsk? Because one person in Russia decided so – for all the citizens of Russia. There is no other reason. That’s what he wants.
You are already accomplices in all these crimes, murders and torture of Ukrainians.
Because you were silent. Because you are silent.
And now it’s time for you to choose. For men in Russia, this is a choice to die or live, to become a cripple or to preserve health. For women in Russia, the choice is to lose their husbands, sons, grandchildren forever, or still try to protect them from death, from war, from one person.
Just think about the number of people they want to take away!
We know for sure that the conscription letters for 300,000 people were printed and signed in advance, even before this decision on mobilization appeared. Our intelligence has proven it. But the Russian leadership is preparing to take up to a million men into the army – this is the key thing they are now silent about.
We know that they will take everyone indiscriminately. Not only the military in the reserve, but any men. Anyone who will be so intimidated that he will be more afraid of avoiding war than of dying in war.
55 thousand Russian soldiers died in this war in six months. Tens of thousands are wounded and maimed. Want more? No? Then protest. Fight back. Run away. Or surrender to Ukrainian captivity. These are options for you to survive.
Russian mothers! Have no doubt that the children of the top officials of your state will not be sent to the war against Ukraine. Those who make decisions in your country take care of their children. And they do not even bury your children.

In the last three days, Ukrainian forces have secured bridgeheads on the east bank of the Oskil River in Kharkiv Oblast. Russia has attempted to integrate the Oskil into a consolidated defensive line following its forces’ withdrawals earlier in the month.
To the south, in Donetsk Oblast, fighting is ongoing as Ukrainian forces assault the town of Lyman, east of the Siverskyy Donets River, which Russia captured in May.
The battlefield situation remains complex, but Ukraine is now putting pressure on territory Russia considers essential to its war aims.

The enemy does not stop striking the civilian infrastructure and the homes of the civilian population. The threat of air and missile strikes by the russian occupiers remains for the entire territory of Ukraine.
Over the past day, the enemy launched 4 missile and 27 air strikes, carried out more than 75 MLRS attacks on military and civilian objects on the territory of Ukraine, violating the norms of international humanitarian law, laws and customs of warfare.
More than 45 settlements were affected by enemy strikes. In particular, Pechenihy, Pryshyb, Yarova, Spirne, Vesele, Bakhmut, Maryinka, Krasnohorivka, Kostyantynivka, Neskuchne, Poltavka, Yehorivka, Bezymene, Kryvyi Rih, Bilohirya, Zaporizhzhya, Bilohirka, Pervomaiske, Mykolayiv, Ochakiv, Vysokopillya, Sukhyi Stavok, Myrolyubivka and Novohryhorivka.
The situation in the Volyn and Polissya directions has not changed significantly.
In other directions, the enemy fired from tanks, mortars, and artillery of various calibers:
in the Siversky direction – in the areas of Shalyhine, Myropilske, Volfyne and Yizdetske settlements of the Sumy oblast;
in the Slobozhansk direction – in the areas of the settlements of Dubnivka, Hoptivka, Vovchansk, Kamianka and Kupyansk;
in the Kramatorsk direction – Mayaki, Mykolaivka, Dibrova, Kryva Luka, Pryshyb and Siversk;
in the Bakhmut direction – Soledar, Bakhmutske, Bakhmut, Vesela Dolyna, Zaitseve, Vesele, Bilohorivka and Yakovlivka;
in the Avdiyivka direction – Krasnohorivka, Opytne, Maryinka, Novomykhailivka;
in the Novopavlivsk direction – Vuhledar, Zolota Nyva, Neskuchne, Vremivka, Novoukrayinka, Velyka Novosilka;
in the Zaporizhzhya direction, the enemy did not conduct active operations, but at the same time shelled the settlements of Mala Tokmachka, Nova Tokmachka, Mali Shcherbaky, Zelene Pole, Zaliznychne, and Rivnopillia with artillery.
More than 20 settlements were shelled in the South Buh direction.
The enemy continues to suffer losses, in particular among the leadership. According to available information, the commander of the 144th Motorized Rifle Division of the 20th Combined Arms Army, Major General Tsokov, was wounded as a result of a fire attack in the area of the settlement of Svatove. It was evacuated on September 20 of this year.
From September 19 to 20 this year, 105 bodies of dead russian servicemen were delivered to the military hospital in Rostov-on-Don, preparations are underway to receive another 200 bodies in the near future.
To replenish manpower losses, the enemy continues forced mobilization in temporarily occupied territories. Thus, in Horlivka, on September 19, representatives of the 1st Army Corps detained and took ten men to military service, regardless of their age or health.
Between September 18 and 20 of this year, representatives of a russian private company unsuccessfully tried to recruit prisoners in the Luhansk pre-trial detention center.
As part of the implementation of partial mobilization measures, the occupying authorities of Crimea stated that the main number of reservists is planned to be recruited from among the employees of private security companies who have military service experience. In Sevastopol, some firms have already been instructed to prepare lists of all employees subject to the requirements.
It is also known about the early graduation in Smolensk of the cadets of the graduation courses of the Air Defense Military Academy of the Armed Forces of the Russian Federation named after Marshal Vasylevsky, and their subsequent placement in positions in the troops.
On the basis of the moscow combined military command school, in the period from September 26 to October 24, the russian military leadership plans to hold a meeting with citizens who are in reserve.
During the day, units of the Defense Forces repelled enemy attacks in the areas of Kupyansk, Spirne, Mayorsk, Zaitseve, Avdiivka, Novomykhailivka, Opytne and Kamianka settlements.
Aviation of the Defense Forces hit 25 areas of concentration of enemy manpower and military equipment and 6 positions of anti-aircraft missile systems.
In addition, our air defense units, in different directions, destroyed the Mi-8 helicopter and 9 UAVs of the occupiers.
Over the past day, missile forces and artillery have inflicted fire damage, in particular, on 6 control and command points, 4 areas of concentration of personnel and military equipment, 3 air defense positions, 3 artillery positions, as well as 3 ammunition depots.

The Armed Forces of the Russian Federation continue the special military operation.
High-precision attack of Russian Aerospace Forces launched at the units of 81st Airmobile Brigade near Kramatorsk (Donetsk People’s Republic) has resulted in the elimination of over 220 Ukrainian servicemen.
Fire attack has been launched at the units of foreign mercenaries near Slavyansk and Ozyornoye (Donetsk People’s Republic). The attack has resulted in the elimination of over 100 militants.
Russian Aerospace Forces have launched high-precision attacks at the positions of Chayka tactical group near Zaporozhye, as well as at the provisional bases of Skif, Dnepr and Gepard nationalist battalions.
The attacks have resulted in the elimination of over 190 militants and 12 units of military equipment.
Operational-tactical and army aviation, missile troops and artillery have neutralised the provisional bases of 59th Mechanised Infantry and 63rd Mechanised brigades near Bezymennoye and Ternoviye Pody (Nikolayev region). The enemy has lost over 130 servicemen.
The list of the neutralised targets includes 4 command posts: one of 14th Mechanised Brigade of the Armed Forces of Ukraine (AFU) near Dvurechnaya (Kharkov region), 9th Regiment of the National Guard near Primorskoye (Zaporozhye region), as well as the command and observation posts of 2nd and 3rd battalions from 65th Mechanised Brigade near Novoandreyevka and Verkhnyaya Tersa (Zaporozhye region).
74 artillery units, 142 AFU manpower and military equipment concentration areas have been neutralised.
3 missile, artillery armament and munitions depots have been destroyed near Zaporozhye, Monachinovka (Kharkov region) and Donetskoye (Donetsk People’s Republic).
1 Ukrainian Buk-M1 self-propelled system has been destroyed near Nikiforovka (Donetsk People’s Republic).
Fighter aviation of Russian Aerospace Forces has shot down 1 Ukrainian MiG-29 airplane near Novosyolovka (Nikolayev region), as well as 2 Su-25 airplanes of Ukrainian Air Force near Vesyoloye (Kherson region) and Kamyshevka (Donetsk People’s Republic).
Russian air defence facilities have shot down 19 Ukrainian unmanned aerial vehicles near Novaya Kakhovka, Tomarino, Novoraysk, Shlyakhovoye, Mirolyubovka, Belyayevka, Kreshchenovka, Bruskinskoye and Chkalovo (Kherson region), Lyubimovka (Zaporozhye region), Valeryanovka, Tripolye, Vladimirovka, Gornoye, Khartsyzsk, Novoaleksandrovka, Yevgenovka, Terny and Krasnaya Polyana (Donetsk People’s Republic).
Air defence facilities have also destroyed in air 42 rocket-propelled projectiles launched by U.S.-manufactured HIMARS multiple rocket-launching system (MRLS), as well as by Olkha MRLS, near Plodovoye and Novaya Kakhovka (Kherson region).
In total, 298 airplanes and 155 helicopters, 2,054 unmanned aerial vehicles, 376 air defence missile systems, 5,077 tanks and other armoured combat vehicles, 844 combat vehicles equipped with MRLS, 3,410 field artillery cannons and mortars, as well as 5,794 units of special military equipment have been destroyed during the special military operation.

Almost seven months to the day since Russia’s invasion of Ukraine, UN-appointed independent human rights investigators said that war crimes have indeed been committed in the conflict.
The finding came in the first report by the Independent International Commission of Inquiry on Ukraine, which was set up in March this year, at the request of Human Rights Council Member States.
Much of the Commission’s work focused on investigations in the regions of Kyiv, Chernihiv, Kharkiv, and Sumy, where allegations of the most serious rights violations were made against Russian, or Russian-backed forces, early in the war.
Commission chairperson Erik Møse said that investigators visited 27 towns and settlements and interviewed more than 150 victims and witnesses. They also inspected “sites of destruction, graves, places of detention and torture”, as well as remnants of weapons.
“Based on the evidence gathered so far during the Commission’s existence, we found out after having carried out the investigations in these four areas just mentioned, we found that war crimes have been committed in Ukraine,” he told journalists in Geneva.
That conclusion is in line with findings published earlier this year by the UN Human Rights Monitoring Mission in Ukraine (HRMMU).
It documented unlawful killings – including summary executions of civilians – in more than 30 settlements in Kyiv, Chernihiv, Kharkiv and Sumy regions, by Russian armed forces while they controlled these areas in late February and March.
Other key findings from the report include the surprisingly “large number of executions” in 16 towns and settlements, where “common elements” of the crimes included “visible signs of executions on bodies, such as hands tied behind backs, gunshot wounds to the head, and slit throats”.
The report, delivered to the Human Rights Council earlier on Friday, also documented how explosive weapons had been used by the Russian Federation forces, “without distinguishing between civilians and combatants in populated areas”.
“We were struck by a large number of executions and other violations by Russian forces, and the Commission received consistent accounts of torture and ill-treatment.”
Horrific allegations of sexual violence against Ukrainian communities – including children – were also found to be based in fact.
“The Commission investigated cases of sexual gender-based violence. It documented cases in which some Russian Federation soldiers made such crime,” said Commissioner Jasminka Džumhur.

In the temporarily captured and occupied territory of Ukraine, the occupying power started holding so-called „referendums“. Employees of the so-called „election commissions“ conduct an active campaign to attract the maximum number of local residents to fake voting.
Residents of most settlements in the temporarily occupied territories were restricted from leaving, with the aim of their participation in the so-called „referendums“ and further training of men of conscription age for forced mobilization into the occupation forces.
In connection with the forced mobilization of workers of the Alchevsk metallurgical plant in the Luhansk oblast, production at the enterprise has been completely stopped.
Damage to the enemy’s facilities in the previous days has been confirmed. Namely: the ammunition warehouse in the area of Borozenske settlement of Kherson oblast and three areas of concentration of enemy personnel in Zaporizhzhya and Kherson regions. The losses of the Russian occupiers are up to 110 dead and over 120 wounded.
During the day, units of the Defense Forces repelled enemy attacks in the areas of Spirne, Soledar, Bakhmutske, Odradivka, Kurdyumivka, Zaitseve, Mayorsk, Kamyanka, Avdiyivka and Opytne settlements.
During the current day, in order to support the actions of land groups, the aviation of the Defense Forces made 10 strikes. Damage to 6 areas of concentration of enemy manpower and military equipment and 4 positions of anti-aircraft missile systems was confirmed.
In addition, our air defense units destroyed the occupiers‘ helicopter.
Missile troops and artillery continue to inflict fire damage on the enemy’s facilities, the losses of manpower and equipment of the invaders are being clarified.
Die russische (Teil)Mobilisierung ist ja seitens Putin in seiner Ansprache erneut auch wieder mit der Drohung des Einsatzes von Nuklearwaffen verbunden worden.
Eine Drohung, die insbesondere die sehr ängstliche westeuropäische Bevölkerung sowie deren Politiker insbesondere in Ländern wie Deutschland, Frankreich und Italien einschüchtern soll.
Durch diese psychlogische Kriegführung soll die Unterstützung für die Ukraine torpediert werden.
Aber wie wahrscheinlich ist denn ein solcher Einsatz taktischer Nuklearwaffen überhaupt?
Ich halte ihn für unwahrscheinlich, da sich Russland dadurch komplett isolieren und auch noch seine wenigen letzten Verbündeten (bzw. Staaten, die den Angriffskrieg nicht explizit verurteilt haben) verlieren würde:
1. Lukaschenko hatte schon im Frühjahr öffentlich und extrem deutlich erklärt, dass ein Atomwaffeneinsatz eine rote Linie sei, die nicht überschritten werden dürfe. Ein klares Signal an Moskau, es nicht zu übertreiben, weil Belarus sonst abspringt. In der belarussischen Bevölkerung gibt es keinerlei Unterstützung für diesen Krieg, und Lukaschenko will durch Moskaus imperiale Träume nicht seine Macht verlieren.
Ganz abgesehen von den unmittelbaren Risiken und Auswirkungen, die ein Atomschlag vor der belarussischen Haustür bedeuten würde (Tschernobyl hatte katastrophale Auswirkungen auf Weißrussland, das ist dort nicht vergessen).
2. China, Indien, Türkei und alle ehemaligen Sowjetrepubliken sowie jetzigen OVKS-Staaten würden sich klar von Russland absetzen und ihre bisherige mehr oder minder offene (Teil)Unterstützung, Toleranz, strategische Zweideutigkeit etc. aufgeben. Bei der vor ein paar Tagen stattgefundenen Konferenz der Shanghaier Organisation für Zusammenarbeit (SOZ) war dies ja schon sehr deutlich zu beobachten, wie Staaten aus dieser Gruppe zunehmend auf Distanz zu Russland gegangen sind, speziell China, Indien und Kasachstan.
Die Staatschefs dieser Staaten haben nicht einmal mehr vor Gesten gegenüber Putin zurückgeschreckt, die im diplomatischen Umgang als demütigend angesehen werden.
Bei einem Atomwaffeneinsatz würden auch noch die letzten bestehenden unterstützenden Verbindungen gekappt werden. Denn ein solcher Einsatz würde den Interessen aller dieser Staaten zuwider laufen.
3. Die Unterstützer-Staaten der Ukraine-Kontaktgruppe würden deutlich reagieren. Biden hat eine solche starke Reaktion seitens der USA ja bereits angekündigt.
Und der Kreml kann sich nicht sicher sein, ob das nicht auch sogar eine direkte militärische Antwort ist (z.B. Versenkung der Schwarzmeerflotte durch Cruise Missiles).
Auf jeden Fall wäre ein Teil der Antwort eine massive Aufstockung der Waffenlieferungen in die Ukraine, einschl. des Aufhebens bisheriger „Tabus“ wie ATACMS, Kampfjets, westliche Kampfpanzer etc..
4. In der eigenen russischen Bevölkerung würde das – wie jetzt schon bei der (Teil)Mobilmachung – zur weiteren Erosion der Unterstüzung für das Regime führen.
5. Der Widerstand der Ukrainer würde sich dadurch nicht brechen lassen, er würde nur noch stärker.
6. Die Gefahr einer „Palastrevolution“ gegen Putin würde sehr stark zunehmen.
Putin ist nicht irre. Er ist ein brutaler Diktator und Imperialist. Und handelt innerhalb seines diktatorischen und imperialistischen Gedankengebäudes rational. Und innerhalb dieses Gedankengebäudes sind ihm alle oben genannten Faktoren sehr wohl bewusst, weil sie seine Macht extrem gefährden.
Machtverlust ist seine größte Angst.
Moskau droht offenbar mit eingebürgerten Bürgern aus Zentralasien mit der Ausbürgerung, wenn sie sich dem Befehl von Präsident Wladimir Putin widersetzen, in der Ukraine zu den Waffen zu greifen. Offenbar wurde diese Drohung von Kirill Kabanow, Mitglied des präsidialen Menschenrechtsrates veröffentlicht nachdem die ex-Sowjetrepubliken ihren Bürgern mit Strafverfolgung gedroht hatten, wenn sie in ausländischen Konflikten kämpfen.
Kabanow zufolge arbeitet der „Menschenrechtsrat“ im Rahmen von Putins Mobilisierungsbefehl neue Regeln für Migranten aus, die innerhalb der letzten 10 Jahre die russische Staatsbürgerschaft erhalten haben. Der Entwurf sieht eine einjährige Wehrpflicht für russische Staatsbürger aus Kasachstan, Kirgisistan, Tadschikistan und Usbekistan vor. In der deepl-Übersetzung von Kabanows Telegram-Post heißt es „Die Verweigerung des Militärdienstes sollte den Entzug der russischen Staatsbürgerschaft nicht nur für die wehrpflichtige Person, sondern auch für ihre Familienangehörigen zur Folge haben.“ In bester Nazi-Manier führen die russischen Faschisten also auch die Sippenhaft wieder ein.
