Ukraine/Russland/NATO – der Sammler am 27. Juli 2022 (Update: KMW darf Panzerhaubitzen für Ukraine produzieren)

Im andauernden russischen Angriffskrieg gegen die Ukraine wird der russische Vorstoß im Osten des Landes nach britischen Angaben an einigen Orten entscheidend von der russischen Söldnergruppe Wagner getragen. Die Bundesregierung hat die Übersicht über ihre militärische Unterstützung für die Ukraine aktualisiert.  Der Sammler am 27. Juli 2022:

• Nachdem bereits in den Vortagen offiziell bestätigt wurde, dass von den zugesagten Waffenlieferungen aus Deutschland an die Ukraine nunmehr fünf Gepard-Flugabwehrkanonenpanzer, drei Mehrfachraketenwerfer MARS II und weitere drei Panzerhaubitzen 2000 angekommen sind, hat die Bundesregierung am (heutigen) Mittwoch ihre Übersicht der Waffenlieferungen aktualisiert (wie üblich unter dem immer gleichen Link). Der Stand 27. Juli im Vergleich zur Liste vom 21. Juli zeigt folgende Unterschiede:

Die mit einem * versehenen Angaben beziehen sich auf Lieferungen der Industrie. Das bedeutet konkret, dass die 200 Lkw und die vier Drohnenabwehrsysteme aus Beständen der Bundeswehr kommen werden – im Unterschied z.B. zu den ebenfalls weiterhin angekündigten acht elektronischen Drohnenabwehrgeräten, die von der Industrie geliefert werden sollen.

An schweren Waffen stehen damit aus Deutschland noch 25 Gepard-Flakpanzer aus; weitere Lieferungen gepanzerter Waffensysteme sind nicht geplant.

• Update: Das Rüstungsunternehmen Krauss-Maffei Wegmann (KMW) darf für die Ukraine in den kommenden Jahren 100 Geschütze des Typs Panzerhaubitze 2000 im Wert von rund 1,7 Milliarden Euro produzieren. Das zuständige Bundeswirtschaftsministerium habe die entsprechende Herstellungsgenehmigung erteilt, sagte ein Sprecher des KMW-Mutterkonzerns KNDS.

Die Herstellungsgenehmigung ist nur der erste Schritt des Genehmigungsprozesses für Kriegswaffen und noch keine Entscheidung über die endgültige Ausfuhrgenehmigung. Da der Bau dieser Panzerhaubitzen aufwändig ist, werden die von der Ukraine bestellten Geschütze auch nicht in den nächsten Monaten geliefert werden können und sind deshalb für den aktuellen Kriegsverlauf nicht von Bedeutung. Über die Genehmigung hatte zuerst der Spiegel (Bericht hinter Paywall) berichtet.

Ergänzung dazu: Nach Angaben von KMW wurde bislang noch kein Vertrag mit der Ukraine geschlossen. Die Vereinbarung werde derzeit vorbereitet, das Unternehmen sei aber bereit, in Vorleistung zu gehen und sofort mit der Produktion zu beginnen.

• US-Verteidigungsminister Lloyd Austin hat angewiesen, dass verwundete ukrainische Soldaten künftig im US-Militärhospital in Landstuhl bei Kaiserslautern behandelt werden sollen, wie der Fernsehsender CNN berichtete:

Defense Secretary Lloyd Austin has approved the treatment of wounded Ukrainian soldiers at a US military hospital in Germany, according to a memo obtained by CNN and confirmed by two US defense officials.
The plan would allow Ukrainian troops to be treated at a US military hospital for the first time since Russia invaded the country in February. It allows for the treatment of up to 18 wounded soldiers at a time a Landstuhl Regional Medical Center, the massive hospital in Germany where the military has for years treated US service members who suffered injuries in combat.

Der Sprecher des deutschen Verteidigungsministeriums, Christian Thiels, wies auf Twitter darauf hin, dass Deutschland bereits verwundete ukrainische Soldaten in Bundeswehrkrankenhäusern in Deutschland behandele. Bislang hatten Bundesregierung und Verteidigungsministerium zwar mitgeteilt, dass Ukrainer mit Kriegsverletzungen nach Deutschland ausgeflogen und behandelt wurden, allerdings in der Regel offengelassen, ob es sich um Zivilisten oder Soldaten handelt.

• Das britische Intel Update:

Russian private military company Wagner has likely succeeded in making tactical advances in the Donbas around the Vuhlehirska Power Plant and the nearby village of Novoluhanske. Some Ukrainian forces have likely withdrawn from the area.
Russian Foreign Minister Sergei Lavrov is currently undertaking a tour of Egypt, Ethiopia, Uganda, and the Republic of the Congo.
Russia will highly likely seek to exploit the visits to blame the West for the international food crisis and win the support of African states which have otherwise remained neutral about Russia’s invasion of Ukraine.
Since 2014, Russia has made significant efforts to secure influence across Africa, with Wagner frequently deploying as one of its favoured tools of influence in the region.
Russia probably primarily engages with Africa because it believes it will enhance the ‘Great Power’ identity Russia aspires to.
Its secondary goals are probably to secure commodity concessions and to persuade African states to vote in line with Russia’s interests in international forums.

The one hundred fifty-fourth (154) day of the heroic resistance of the Ukrainian people to a russian military invasion continues.
russian occupiers continue to carry out air and missile strikes on military and civilian objects on the territory of Ukraine.
The situation has not undergone significant changes in the Volyn, Polissya, and Siversky directions. The enemy shelled Mykolaivka, Tovstodubovo, Volfyne, Senkivka and a number of other settlements. In addition, it periodically carries out aerial reconnaissance of the positions of the defense forces in the border areas of Chernihiv and Sumy oblasts.
In the Kharkiv direction, the enemy carried out fire damage with the use of barrel and rocket artillery, in particular in the areas of the settlements of Kharkiv, Chuguiv, Shevelivka, Krasnopillya and many others. With the help of pontoon crossings brought over water obstacles, it is trying to improve the logistical support of his units.
In the Slovyansk direction, the enemy carried out fire damage from tanks, barrel and rocket artillery in the areas of the settlements of Nortsivka, Bohorodychne, Dolyna, Chepil, Velyka Komyshuvakha, Adamivka, Mazanivka, Husarivka and others.

In the direction of Bakhmut, the enemy shelled civilian infrastructure, in particular, in the districts of Bakhmut, Bilohorivka, Yakovlivka, Soledar, Bakhmut, Pokrovske and New York. It led shooting battles in the area of the settlement of Soledar, without success. Conducted a reconnaissance battle near Semihirya. Suffered fire damage and casualties and withdrew. Currently, hostilities are ongoing in the Semihirya and Kodema districts.
In the Avdiyivka, Novopavlivka, and Zaporizhzhia directions, the enemy is systematically shelling civilian and military infrastructure in the areas of Pisky, Vremivka, Krasnohorivka, Maryinka, Karlivka, Opytne, Vuhledar, Hulyaipole, Kamianske and a number of others. An enemy unmanned aerial vehicle was recorded in the Pavlohrad area.
In the South Buh direction, the enemy is concentrating its main efforts on preventing the advance of our troops. The enemy actively uses UAVs for aerial reconnaissance.
Conducted systematic shelling near Osokorivka, Trudolyubivka, Tokarevo, Kiselivka, Partizanske, Kavkaz, Lozove, Prybuzke, Polyana, and Luparevo. Airstrikes near Lyubomyrivka and Novomykolayivka.
The enemy carried out assaults in the Bilohirka area, was unsuccessful and retreated.
In the waters of the Black and Azov Seas, the enemy’s naval group continues to carry out reconnaissance, missile strikes on objects on the territory of Ukraine, as well as blocking civilian shipping in the northwestern part of the Black Sea.

High-precision weapons of the Russian Aerospace Forces have destroyed temporary deployment points of 28th Mechanized Brigade and 79th Airborne Assault Brigade of AFU in Nikolaev on the territory of former factory of reinforced concrete products and Nikolaevstroytrans motor transport company. The enemy suffered losses of up to 200 servicemen and more than 20 armoured vehicles and specialised vehicles.
1 company of 10th Mountain Assault Brigade of AFU has been completely destroyed as a result of shelling near Artemovsk. In addition, 53rd AFU Mechanized Brigade near Novomikhailovka, Donetsk People’s Republic has effectively lost its combat effectiveness as a result of the destruction of a command post by high-precision strike.
Russian Aerospace Forces on July 24 destroyed more than 100 rockets for US-made HIMARS multiple-launch rocket system near Lyubimovka, Dnepropetrovsk Region, according to updated reports. Up to 120 servicemen of the military guarding the site have been eliminated, along with foreign mercenaries and technicians.
Operational-tactical and army aviation, missile troops and artillery strikes continue against military facilities in Ukraine.
4 command and control posts of battalions of 54th Mechanized and 17th Tank Brigades, 107th Territorial Defence Brigade near Novomikhailovka, Zaitsevo and Seversk, Donetsk People’s Republic, as well as 65th Mechanized Brigade of AFU near Malye Shcherbaki, Zaporozhye Region have been destroyed.
142 areas of manpower and military equipment concentration have been hit including foreign mercenaries at temporary deployment point at Ukrainian Energy Machines plant in Kharkov, as well as militants of Black Hundred formation near Artemovsk, Donetsk People’s Republic.
8 ammunition depots have also been destroyed near Mayorsk and Seversk, Donetsk People’s Republic, Novoandreevka, Malye Shcherbaki and Stepovoye, Zaporozhye Region and Kul’bakino, Nikolaev Region.
Within counter-battery warfare, 1 battery of Uragan multiple-launch rocket systems and Giatsint-B howitzer artillery battery near Dzerzhinsk, 1 battery of Grad MLRS near Bylbasovka, 2 platoons of Msta-B howitzer and 5 platoons of D-30 guns at firing positions near Otradovka, Dzerzhinsk, Novgorodskoye, Vodyanoye, Konstantinovka, Kurakhovo and Georgievka in Donetsk People’s Republic have been destroyed.
Russian air defence means have shot down 1 Mi-8 helicopter of Ukrainian air force near Barmashovo, Nikolaev Region.
Also, 9 Ukrainian unmanned aerial vehicles have been shot down near Petrovskoye, Novomayorskoye in Donetsk People’s Republic, Barabashovka, Mykhailovka, Petropavlovka, Kamenka in Kharkov Region and Kuz’mino in Lugansk People’s Republic.
In addition, 10 rockets of multiple-launch rocket systems Olha and HIMARS have been intercepted over Antonovka and Brilevka in Kherson Region, as well as Kherson city.
In total, 260 Ukrainian airplanes and 145 helicopters, 1,622 unmanned aerial vehicles, 358 anti-aircraft missile systems, 4,167 tanks and other armored combat vehicles, 763 multiple launch rocket systems, 3,203 field artillery and mortars, as well as 4,494 units of special military vehicles were destroyed during the operation.
