Ukraine: Welche Waffenruhe?

Es wird offensichtlich höchste Zeit, wieder einen Blick auf die Ukraine zu werfen, auch wenn dieses Thema hierzulande im Moment nicht in den Schlagzeilen ist: Formal gilt international und auch aus deutscher Sicht weiterhin die Sprachregelung, das alles getan werden müsse, um die im Minsk-II-Abkommen vereinbarte Waffenruhe umzusetzen. Von einer Waffenruhe kann allerdings nicht die Rede sein, wie allein schon die heutige Meldung auf der Webseite des ukrainischen Präsidenten Pero Poroschenko zeigt:

In the past few days, Russian terrorist troops intensified artillery shelling. On August 9, there were 127 violations of the ceasefire regime. At 3:27, approximately 200 militants went into offensive with tanks in the area of Novolaspa, Donetsk region. According to Viktor Muzhenko, Ukrainian troops fought the enemy off. All attacks were repulsed. Ukrainian troops regained dominating ground. The enemy suffered significant losses.

Pursuant to the President’s instruction, ATO commanders arrived at the battlefield. Ukrainian troops established full control over the situation.
The President instructed to inform the OSCE and the JCCC about all violations of the ceasefire regime by militants. It was also advised to involve the OSCE mission in the monitoring of the situation in order to prevent shelling in the future. Ukraine links the attempt of night attack and intensified shelling to yesterday’s provocations against the OSCE SMM in Donetsk aimed at obstruction of their activities.

Etwas mehr Details gibt es bei Interfax Ukraine:

According to the Defense Ministry, a group of militants backed by ten tanks, ten infantry fighting vehicles and other equipment around 03:25 on August 10, „after a massive artillery barrage“ began an offensive on the stronghold of the 72th separate mechanized brigade of the Armed Forces of Ukraine in the Starohnativka area.

Das ist  die ukrainische Darstellung der Situation, die aber ungeachtet der zu vermutenden Parteilichkeit schon klar macht, dass die Lage von einer Waffenruhe weit entfernt ist. Nach einer AFP-Meldung bestreiten die pro-russischen Separatisten einen Panzerangriff:

But the rebels denied advancing their forces and signalled that they had always had militia units stationed in Novolaspa. „The armed forces of Ukraine simply put the village under a heavy shelling attack,“ a local separatist official told the rebels‘ main news site. „Novolaspa remains under the control of the People’s Republic of Donetsk.“

Die volatile Situation belegen auch die laufenden Berichte der OSZE-Beobachtermission, die selbst zum Ziel von Anschlägen wird:

At approximately 02:25hrs on 9 August, the SMM observed that four OSCE armoured vehicles parked outside the residence of SMM monitors in Donetsk city were on fire. At 02:33hrs, the SMM heard four loud bursts, most probably as a result of tires of the armoured vehicles exploding. By 03:22hrs, the firefighters managed to extinguish the fire. The SMM noted that three of its vehicles were completely destroyed, one vehicle heavily damaged and three other vehicles partially damaged by the heat from the fire. SMM monitors were not injured and no damage to other OSCE vehicles was observed.
