Die Blauhelme werden (wieder) zur Kampftruppe

Der UN-Sicherheitsrat hat am (heutigen) Donnerstag einen Beschluss gefasst, der Blauhelmeinsätze tiefgreifend verändern könnte: In der Demokratischen Republik Kongo (das ist die, wo vor Jahren eine EU-Truppe auch mit Bundeswehrsoldaten eine Wahl absicherte) soll künftig neben der bestehenden Blauhelm-Truppe zur Friedenssicherung eine Eingreiftruppe zum direkten militärischen Vorgehen gegen Rebellen eingesetzt werden. Aus der Mitteilung der Vereinten Nationen:

The Security Council today authorized the deployment of an intervention brigade within the current United Nations peacekeeping operation in the Democratic Republic of the Congo (DRC) to address imminent threats to peace and security.
The intervention brigade will carry out targeted offensive operations, with or without the Congolese national army, against armed groups that threaten peace in the eastern part of DRC – a region that is prone to cycles of violence and consequent humanitarian suffering.
The objectives of the new force – which will be based in North Kivu province in eastern DRC and total 3,069 peacekeepers – are to neutralize armed groups, reduce the threat they posed to State authority and civilian security and make space for stabilization activities.

Die UNO ist mit ihrer Friedenstruppe MONUSCO (und zuvor mit MONUC) seit 1999 im Kongo präsent, nach einem Jahrzehnte langen blutigen Bürgerkrieg – aber vor allem in den östlichen Provinzen hat die 20.000 Mann starke Truppe nicht wirklich Frieden in das zerrissene, zugleich aber rohstoffreiche afrikanische Land bringen können. Immer wieder wurde den Blauhelmen vorgeworfen, nicht einzugreifen, wenn Zivilisten von Kampfhandlungen bedroht waren.

Der Schritt des Sicherheitsrats markiert die Bereitschaft der Vereinten Nationen zu härterem Vorgehen, über friedenserhaltende Missionen hinaus. Peace Enforcement, friedenserzwingende Operationen sind ein Teil der neuen Linie, die zugleich eine alte ist, wie Reuters anmerkt:

The United Nations has avoided peace enforcement since its involvement in Somalia in the 1990s. That involvement withered after the 1993 „Black Hawk Down“ incident in which militia fighters shot down two U.S. military helicopters over Mogadishu.

Kongo ist nicht das einzige Land, wo UN-Generalsekretär Ban Ki-Moon offensichtlich die neue Linie fahren will. Auch für Mali schlug er neben einer friedenserhaltenden Blauhelm-Truppe eine gesonderte Eingreiftruppe zum Kampf gegen Terroristen vor – die Diskussion darüber läuft im Sicherheitsrat noch. (Ein Überblick zu Mali folgt hier voraussichtlich am Freitag.)

(Nachträglich fällt mir ein, dass die Vereinten Nationen in jüngerer Zeit neben Peacekeeping vereinzelt auch sehr robuste Mittel eingesetzt haben – zum Beispiel 2011 in der Elfenbeinküste zwei Mi24-Kampfhubschrauber.)

(b)  Neutralizing armed groups through the intervention Brigade
In support of the authorities of the DRC, on the basis of information collation and analysis, and taking full account of the need to protect civilians and mitigate risk before, during and after any ln]litary operation, carry out targeted offensive operations through the Intervention Brigade referred to in paragraph 9 and paragraph 10 above, either unilaterally or jointly with the FARDC, in a robust, highly mobile and versatile manner and in strict compliance with international law, including international humanitarian law and with the human rights due diligence policy on UN-support to non-UN forces (HRDDP), to prevent the expansion of all armed groups, neutralize these groups, and to disarm them in order to contribute to the objective of reducing the threat posed by armed groups on state authority and civilian security in eastern DRC and to make space for stabilization activities;
