Falls sich noch jemand an die Meldung von Anfang September erinnert Milizen töten Zivilisten in Kundus und – von denen, die professionell drauf schauen – selbst Tage später noch fragte, was da eigentlich abgelaufen ist: Das Afghanistan Analysts Network ist der Sache nachgegangen.
Unter dem Titel For a Handful of Bolani: Kunduz’s New Problem with Illegal Militias haben sie das aufgeschrieben. Und das wirft ein Schlaglicht auf die (auch ethnisch angespannte) Sicherheitslage in der nordafghanischen Provinz – jenseits der Bedrohung durch Aufständische. Auch hier war ja eigentlich Übergabe in Verantwortung das Motto.
(…) Firstly, the commanders of illegal militias like Mir Alam belong to the same tanzim (mujahedin party) networks that dominate the provincial administration. Secondly, the administration and the police forces (mainly Aymak and Tajiks) perceive the Pashtun villagers to be pro-Taleban. ‘The Taleban have their own targets, we are not concerned about them’, a villager from Loy Kanam told AAN. ‘We feel the major security threat now comes from these militias, not from the Taleban.’

War nicht der Kampf gegen das terroristische Netzwerk Al-Qaida Und andere Terroristen (militias) durch die Operation „Enduring Freedom“, der Gund für den Einsatz? ……und nicht der Kampf gegen die Taliban?

Dann ist ISAF tot!
ISAF ist zwar nicht tot, aber gegenwärtig ziemlich komatös….
1. Freedom of movement stark eingeschränkt, auch in den Zentren Kabul und Kandahar
2. Situational awareness rapidly declining….besonders in der Fläche
3. Biometric Data Sharing broken
4. StratCom Übergabe an die Afghanische Regierung ungeklärt
5. Distanzierung von NGO zu ISAF/JCoalition, bzw. Rück-/Abzug von NGO
6. Kein Draft Stabilization Assistance Force Concept, weil kein ANA future deployment/employment Konzept existiert….
